FISH HABITAT CONCURRENCE: FH 11-II-0158

AMENDMENT I

ISSUED: December 30, 2011

USDA Forest Service Cordova Ranger District Attn: Dave Zastrow P.O. Box 280 Cordova, AK 99574

Dear Mr. Zastrow:

RE: Boat Ramp Replacement – Alaganik Slough Stream No. 212-10-10010 Section 6, T. 17 S., R. 1 E., C.R.M.

Pursuant to AS 16.05.841 and AS 16.05.871(b), the Alaska Department of Fish and Game (ADF&G), Division of Habitat, has reviewed your request to amend Fish Habitat Concurrence FH 11-II-0158 to allow for alternative isolation methods and construction timing during replacement of an existing concrete boat ramp at the Alaganik Slough recreation site in the Chugach National Forest. This concurrence amendment supersedes the original concurrence FH 11-II-0158, which is null and void.

Project Description You propose to replace the existing boat ramp at the Alaganik Slough recreation area because it is deteriorated, needs annual maintenance, and is difficult to use. The new ramp will be located about 70 feet upstream from the existing ramp and constructed using pre-cast concrete planks (see Sheet 3).

The new ramp will measure 16 feet wide and 145 feet long. About 200 cubic yards of material will be excavated to a depth of about 4 feet below the streambed and streambank and backfilled with shotrock to provide a foundation for the new concrete ramp sections (see Sheet 4). Riprap will be placed on the sides and at the base of the boat ramp to prevent erosion around the new ramp.

During construction, the work area will be isolated from Alaganik Slough using sheet piling or other isolation methods as determined by the contractor. After isolating the work area, any stranded fish will be removed and returned to the flowing waters of Alaganik Slough. Water pumped from the work area before and during construction will be discharged into a sedimentation basin or other upland site.

After the new ramp is completed, the existing ramp will be removed and the streambank will be recontoured and planted with native shrubs and seed mix. Construction of the new ramp and removal of the existing ramp is expected to take 45-60 days and will be completed between April 1 and August

31. The project site will be accessed via an existing public road.

FH 11-II-0158 AI Issued: December 30, 2011 USFS Alaganik Boat Ramp

During implementation of this project, you will employ all applicable U.S. Forest Service (USFS) Best Management Practices (BMPs) to control sedimentation and erosion, and to avoid impacts to fish and fish passage.

Anadromous Fish Act Alaganik Slough, Stream No. 212-10-10010, is a fish-bearing water body, as defined in the Memorandum of Understanding (MOU 10MU-11100100-017) between the Alaska Region of the Forest Service and ADF&G. Alaganik Slough provides spawning and rearing habitat for coho, pink, chum, and sockeye salmon, cutthroat trout, Dolly Varden, and eulachon.

Measures Required for Concurrence For purposes of reaching concurrence, your project shall be carried out according to the project description above, and the following additional stipulations:

1. Prior to beginning work, a plan for isolation of the work area shall be submitted for review and approval by the Division of Habitat.

2. Sheet piling or other structures installed to isolate the work area shall be in place by May 1 to avoid impacting outmigrating smolts. In-water work shall be completed and isolation structures removed by June 30 to avoid impacting adult salmon migrating upstream.

3. If sheet piles are used to isolate the work area, they shall be driven using a vibratory hammer. Use of an impact hammer will require approval from the Division of Habitat.

4. Immediately upon dewatering the work area, stranded fish shall be collected and returned to the stream channel in accordance with a valid Scientific Collection Permit (if needed, contact the Division of Habitat for assistance with fish collection).

5. During pumping operations, a properly sized and screened structure must surround the water intake structure. The screen mesh shall not exceed 0.1 inches (2.4 millimeter) and the water velocity at the screen surface shall not exceed 0.5 feet per second.

In accordance with AS 16.05.841, AS 16.05.871, and Section D2 of MOU 10MU-11100100-017, this is our concurrence for the proposed project.

Nothing in this Concurrence relieves you from your responsibility to comply with all other applicable Federal, State, or local statutes, regulations, or ordinances.

If you have any questions regarding this concurrence, please contact Megan Marie at (907) 267-9964 or megan.marie@alaska.gov.

Sincerely, Cora Campbell, Commissioner
