About this file

This is Addendum No. 3 to Bid ITB-25-PW-002 issued by the City of Umatilla, Florida for the N/S Golden Gem Utility Improvements project, dated February 5, 2025. The addendum addresses seven bidder questions regarding project specifications and requirements. Key clarifications include: revised specifications for 4" DIP piping and a 12"x4" Tee, with the 4" service relocated to the south side of the property; clarification that tapping valves are associated with wet taps while operational valves are listed separately; confirmation that the 760 linear foot 12" horizontal directional drill (HDD) may require splitting into two drills with additional transition materials to accommodate the 12"x4" Tee installation; and verification that a 12"x4" Tee is preferred over a 10"x4" Tee as shown on plans. The addendum supersedes the previous General Wage Decision (GWD FL20240119 MOD 1) with GWD FL20250119 HEAVY 01.03.25, though wage rates remain unchanged. All bidders must acknowledge receipt of this addendum by signing and submitting it with their sealed bid.

The project does not include minority business enterprise set-asides but does require compliance with American-made requirements. No specific information regarding pricing, contract term, or project funding is contained within this addendum. All prospective bidders are required to acknowledge receipt of Addendum No. 3 and submit it with their bid due by February 13, 2025, at 2:00 p.m.

ADDENDUM NO. 3

DATE: February 5, 2025

BID NO: ITB-25-PW-002

PROJECT: City of Umatilla, N/S Golden Gem Utility Improvements

ALL PROSPECTIVE BIDDERS ARE HEREBY NOTIFIED OF THE

CHANGES OR ALTERATIONS IN THE ABOVE-REFERENCED

PROJECT

Questions from Bidders:

1. On the new plans it shows 4" DIP and a 12"x4" Tee. There are no corresponding line items for these two things.

Response: Revised SOV.

2. The 12" x4" Tee is placed in the road. What type of repair are you looking for ? A patch, single lane, full road restoration?

Response: Moved location of 4” service to south side of valve constructed with the Lake Fern Industrial plan.

3. For line item 23 you have stated 8" Wet Tap w/ Tapping Sleeve & Valve and then on line item 37 an 8" gate valve. Which line item would you like 8" Gate valve to go under?

Response: The Tapping valve goes with the wet tap; the regular operational valve goes on line 37.

4. Are there minority requirements for this project?

Response: No.

5. Are there American made requirements for this project?

Response: Yes.

6. Addendum 2 C-300: WM stub out is shown in the middle of a 760 LF 12” HDD.

Can you clarify that this 760 HDD will need to be split into 2 drills to accommodate the installation of the 12”x4” Tee at an elevation comparable to other fittings on the project. Therefore, additional transition materials will be needed to accommodate this configuration (MJ Adapters, reducers, fittings, misc.

pipe). Additionally, it should be noted that the bid form adds a 10”x4” Tee (without UoM shown) and the plans show a 12”x4” Tee. Which is preferred?

Please note it can be done either way, but additional reducers will be needed to accommodate the 10”x4” Tee.

Response: Moved location of 4” service to south side of the property, south of the valve that is to be constructed under the Lake Fern Industrial Plan.

7. "The attached General Wage Decision (GWD FL20250119 HEAVY 01.03.25) replaces GWD FL20240119 MOD 1 - 03.29.2024 that was included in the original invitation for bid. Please note that the wages in this new GWD are the same as those in the previous GWD that was included in the bid documents. Only the name has changed because US DOL updated all GWDs in January so that their titles would conform to the 2025 naming system."
