About this file
Addendum No. 2 for Bid No. ITB-25-PW-002 is issued by the City of Umatilla for the N/S Golden Gem Utility Improvements project on January 31, 2025. The addendum addresses several bidder questions and provides clarifications for the utility improvements project, including specifications for asphalt pavement, concrete driveway replacement, and a new 4" service to the Mammoth Construction Site. The document clarifies that the $900,000 mentioned during the pre-bid meeting is grant funding available, not the engineer's estimate, and adds a missing subcontractor listing form (Section 301-A) that bidders must complete and submit with their bid.
The addendum provides technical specifications, including approval of SP-12.5 asphalt pavement with a maximum of 25% Reclaimed Asphalt Pavement (RAP), and detailed requirements for concrete driveway replacement, which is to be 4" thick, 3000 psi concrete with 6x6x10/10 Welded Wire Fabric. The document requires bidders to acknowledge receipt of the addendum by signing and submitting a form with their bid. The project appears to be funded through a specific grant, with the total available funding set at $900,000 for utility improvements along Golden Gem Drive in the City of Umatilla.

BID NO: ITB-25-PW-002
PROJECT: City of Umatilla, N/S Golden Gem Utility Improvements
ALL PROSPECTIVE BIDDERS ARE HEREBY NOTIFIED OF THE
CHANGES OR ALTERATIONS IN THE ABOVE-REFERENCED
PROJECT
Questions from Bidders:
1. Can the city confirm the engineer’s estimate for ITB-25-PW-002 N/S Golden Gem Utility Improvements is $900,000.00 as stated during the pre-bid meeting?
Response: $900k is the grant funding available not the engineers estimate.
There is not an engineer’s estimate on this portion of the work.
2. In Section 00300: Bid Form, we are asked to provide with our bids Section 301- A: Subcontractor Listing. However, the subcontractor listing form was NOT provided within the Specifications & Contract Documents. Do we A) need to be provided one, B) need to make our own, or C) not need to provide a list of subcontractors? If “B”, what information about the subcontractors are we supposed to provide?
Response: Added form Section 301-A to this Addendum. Please complete this form and submit with your bid.
3. Regarding asphalt pavement, is 2" SP-12.5 an acceptable substitute for 2" SP-9.5? Also, what is the minimum allowable RAP %?
Response: SP-12.5 is acceptable and max 25% RAP will be accepted.
4. The plans show a concrete driveway being removed and replaced at the Golden Gems offsite location, but no detail or specification is provided. Can you clarify the required paving specifications for proper replacement and provide a detail to build to?
Response: Driveway replacement to be 4” thick, 3000 psi concrete with 6x6x10/10 Welded Wire Fabric.
5. Per a request by the City of Umatilla, we have added a 4” service to the Mammoth Construction Site. Service is located approximately 25ft south of their northerly property line on the east side of Golden Gem Drive. Mammoth parcel lies South of Roberts St.
