About this file

This is Addendum #3 to Request for Proposals (RFP) 3.18.26.1 issued by David Douglas School District in Portland, Oregon for the procurement of HVAC MERV13 filters with delivery service. The addendum modifies the original RFP by updating Attachment A (Estimated Annual Sizes and Quantities by Location) to add David Douglas Career Technical Education Center and revise filter sizes and estimated quantities, and updates Attachment B (Bid Form Pages 1-2) to reflect corresponding revisions to filter sizes and annual quantities. The addendum also provides sample filter pictures (8.75x17.5x2 inches) in response to a bidder question regarding non-standard filter sizes and clarifies that delivery locations now include both David Douglas High School (North Campus) and David Douglas Career Technical Education Center. The RFP seeks vendors capable of supplying approximately 4,725 filters annually in various sizes to multiple school locations with quarterly delivery by specified deadlines: the first Monday of winter break, the Monday of spring break, and the first Monday after teachers depart for summer. The contract term is twelve months effective June 1, 2026, with options to renew for up to six additional one-year periods upon mutual consent. Proposals were due electronically through Oregon Buys by April 20, 2026, at 2:00 p.m. Pacific Time.

Addendum #3 was issued April 10, 2026, and must be signed by the proposing firm and submitted with any proposal. The RFP evaluation uses a 150-point scoring system with 50 points allocated to price proposal and 100 points to technical proposal. Vendors must provide three professional references, certify resident bidder status, and agree to honor quoted prices for 90 days from signature date. Mandatory insurance requirements include workers' compensation coverage, commercial general liability insurance with limits of not less than $2,000,000 per occurrence, and automobile liability coverage of $1,000,000. All vendors must certify compliance with state and federal non-discrimination laws and verify they are not debarred or suspended from federal, state, or local contracts. The RFP does not identify a specific incumbent vendor, and the total annual spend depends on unit prices submitted by competing bidders. All work must comply with Oregon prevailing wage laws and applicable civil rights statutes, and the district is exempt from state and federal excise, transportation, and sales taxes.

HVAC MERV13 FILTERS

ADDENDUM #3

This addendum, together with the original Request for Proposals, shall form the complete Request for Proposals. This addendum sets forth only the changes and additions, which are to be made in the original Request for Proposals. The original documents remain in full force and effect except as specifically modified in this addendum.

This addendum includes the following items:

• Updated Attachment A Estimated Annual Sizes and Quantities by Location.

The Document titled “Addendum 3 Attachment A Estimated Annual Sizes and Quantities by Location” replaces all previous versions of Attachment A. David Douglas Career Technical Education Center has been added, and other revisions have been made to filter sizes, estimated triannual, and estimated annual quantity required.

• Updated Attachment B Bid Form Pages 1-2.

The Document titled “Addendum 3 Attachment B Bid Form Pages 1-2” replaces the original file titled “Attachment B Bid Form Pages 1-2.” Revisions have been made to filter size, and estimated annual quantity.

• Question #1: During our review of the bid documents, we noticed that several filter sizes listed are non-standard. To ensure our proposal fully meets your requirements, we would appreciate it if you could provide any available technical drawings, detailed specifications, or photos illustrating the construction of these specific filters. Could you please advise if such reference materials are available? We are preparing a quote for this project, but there are some missing information( like material of construction etc.), some photo of existing filters will help us make a more concise offer for your consideration.

Response: Please refer to the document titled “Addendum #3 Attachment F Sample Pictures.” The sample picture filter size is 8.75x17.5x2.

• Clarification:

On the document titled "RFP 3.18.26.1 HVAC Merv13 Filters and Delivery", page 5, Section I.C (District premises where delivery is to be made) the Site name for “David Douglas High School (North Campus)” will now read “David Douglas High School (North Campus) and David Douglas Career Technical Education Center.”
