About this file

This is an Addendum #2 to an RFQ for CCTV system maintenance services for a hospital facility. The contract involves the maintenance and corrective repair of an existing CCTV infrastructure consisting of 210 cameras, multiple network video recorders (NVRs), and network switches. The existing system utilizes HikVision DS-2CD2512F-I and DS-2CD2132F-I cameras, HikVision DS9664NI-XT NVRs, D-Link DGS-1210-10P network switches, and HikVision IVMS 4200 VMS software. A mandatory pre-bid meeting is required for all bidders to evaluate the system and submit responsive bids. The contract scope includes all-inclusive corrective maintenance for the existing system, replacement of malfunctioning components with compatible equipment, and potential one-time additions of equipment as needed. Any additions or repairs exceeding $25,000 will be competitively bid separately. The NVRs and switches are distributed across five separate locations within the hospital facility.

The original CCTV system was installed in 2015 with 129 cameras and expanded in 2018 with an additional 53 cameras, with approximately 25 cameras added since then. Annual maintenance costs have increased from an estimated $10,000-$15,000 in the early years to approximately $40,000 in the past twelve months, reflecting typical wear and tear repairs including NVR and hard drive replacements. Vendors may propose NDAA-compliant replacement equipment if compatible with the existing HikVision system and VMS software. Invoice payments under $5,000 are processed via credit card within ten business days, while invoices exceeding $5,000 or those not accepting credit card payment follow a 45-60 day state check issuance process.

ADDENDUM #2

QUESTION #1:

Are you able to provide more details about your system?

ANSWER #1:

Per the Exhibit A page of the RFQ specifications attachment, the existing equipment is:

CCTV Cameras - HIKVision DS-2CD2512F-I and HIKVision DS-2CD2132F-I NVR’s – HIKVision DS9664NI-XT Network Switches - D-Link DGS-1210-10P CCTV Software – HIKVision

Addendum #1 answered a previous vendor question regarding the VMS. The VMS is HikVision IVMS 4200.

A tour will be done at the mandatory pre-bid meeting, and any of the equipment that needs to be looked at by the vendor to obtain more detailed information can be viewed at that time.

QUESTION #2:

Is the pre-bid meeting required to bid?

ANSWER #2:

Yes, it is a mandatory pre-bid meeting. A vendor must have a representative at the pre-bid meeting in order for their bid to be evaluated. This is to ensure that any potential bidders can see our existing system and bid accordingly.

QUESTION #3:

How many cameras does your system currently consist of?

ANSWER #3:

The system currently consists of 210 cameras.

QUESTION #4:

Are any going to be added under this contract?

ANSWER #4:

The intent of this contract is not to add cameras as any type of a large expansion of the system; however, we may have to add a camera now and then if the need arises. Any one-time added equipment or needed repairs that will exceed $25,000 will be competitively bid out as a separate solicitation. Corrective maintenance of any added cameras, switches, NVRs, or other like equipment will be part of this contract. If an existing camera malfunctions, and it has to be replaced, then that new camera will be part of the contract. This contract will be all-inclusive of any as-needed corrective maintenance to any part of the CCTV system.

QUESTION #5

How many separate closets are the Trendnet switches deployed in?

ANSWER #5:

The switches and NVRs are in 5 separate locations in the Hospital.

QUESTION #6

Since HikVision cameras are not NDAA compliant, do you wish to use another compliant camera brand for replacements.

ANSWER #6:

Any existing equipment that needs to be replaced must be replaced with equipment that is compatible with our existing equipment and VMS software. If there are other NDAA compliant camera, switch, or NVR brands that are compatible with our existing HikVision system, then those would be acceptable to use as replacements.

QUESTION #7

How long is typical turn around for invoices received?

ANSWER #7:

I’m assuming this question is asking how long before the vendor receives payment for an invoice once it is received. If an invoice is under $5,000, which most will be, then the invoice will be paid by credit card. Once the Hospital receives an itemized, approved invoice, credit card payment is typically made within 10 business days. If an invoice is over $5,000, or if the vendor does not accept a credit card for payment, then it is a 45-60 day process for a check to be issued by the State to the vendor.

QUESTION #8

Do we have any cameras that are down?

ANSWER #8:

No, we do not have any cameras, switches, or NVRs down at this time.

QUESTION #9

With the quality level of HikVision and Trendnet vs the age of the system, I’d guess that the system is falling apart, and the ones that are working look terrible.

ANSWER #9:

The original system was installed in 2015, which consisted of 129 cameras, 2 NVRs, 10 desktops, and the necessary switches to accommodate the cameras. In 2018, there was an expansion of 53 cameras, 5 NVRs, and additional switches. There have been about 25 cameras added to the system since the 2018 expansion. We have also added 3-5 user licenses (tokens), and installed the VMS on additional computers for viewing, playback, and recording. The estimated annual maintenance cost for the first several years of the system was $10-$15,000; however, the amount increased to about $40,000 in the past 12 months. We’ve had to replace NVRs, hard drives in the NVRs, cameras, and other standard wear and tear type maintenance over the years. Overall, the viewing quality of the cameras isn’t terrible, but the equipment is starting to show it’s age.
