About this file
This addendum to Invitation for Bid (IFB) No. 26-012-HG for the City of Leesburg's 5th Street Parking Lot Expansion Project, issued February 26, 2026, by Buyer Lissandra Kmoch, clarifies key project requirements and responds to bidder inquiries. The addendum addresses critical construction details including electrical infrastructure installation options, light pole specifications, building demolition scope, and contractor certification requirements. Bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and the City will construe all submitted bids as acknowledging receipt of this addendum. The addendum confirms that demolition of the existing building shown on plan C-005 is included within the bid scope and that a certified contractor requirement will not be reconsidered. Regarding electrical work, the addendum provides two installation options: coordination with the electric department contractor for conduit installation, or allowing the site contractor to install the conduit directly to maintain control over installation methodology and timing. The addendum clarifies that light poles will be direct buried rather than installed with sonotubes or concrete bases to facilitate proper grading and asphalt placement around parking lot poles.
The addendum does not establish new pricing terms or project-specific cost information but references Addendum 1 for the Schedule of Values and detailed pay items. No changes to the existing set-asides, incumbent vendors, funding sources, or bid bond and performance bond requirements are introduced in this addendum. The document serves as an official clarification of project scope and contractor options that bidders must acknowledge as part of their submission process to remain compliant with the IFB requirements.

DATE: February 26, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Is the contractor installing conduit, pull boxes and sonotube for the future light pole installation? Will the electric company relocate those electrical panels and transformers?
A1. There are two options. One is the electric department contractor can install the conduit.
Coordination will be a must. The other option is to have the site contractor install the pipe. This gives them the opportunity to control how and when it is installed. We do not install sonotubes for the light poles. They are direct buried. If you use the pole with the base like we did on Main Street, it will be tough to get the grade right. If we use the small concrete poles with no base, then the asphalt can be poured around them. These are the poles that sit with in the asphalt parking spots.
Q2. Will a Schedule of Values, including detailed pay items, be provided for this project?
A2. See Addendum 1.
Q3. Is the demolition of the existing building shown on C-005 included in this bid or will that be done under a separate contract?
A3. Demolition of the existing building is included in this bid.
Q4. Will the City reconsider if a certified contractor will be required to bid on this project?
A4. No, the City will not reconsider this requirement.
