About this file
This is Addendum No. 4 to Invitation for Bid (IFB) 26-012-HG issued by the City of Leesburg, Florida, dated March 6, 2026. The addendum provides clarifications and responses to 28 requests for information submitted by interested bidders regarding the 5th Street Parking Lot Expansion Project. Key clarifications include confirmation that the contractor is not responsible for design work (Item 30 was removed from the itemized price schedule), that demolition of the existing building is included in the contract scope, that the City of Leesburg Electric will supply and install light poles and fixtures while the contractor installs conduit and pull boxes, that dust control measures are required during demolition with the City providing water source, and that a construction fence is required around the entire site. The addendum confirms the Engineer's Estimated Project Cost is $619,784.17 and clarifies permitting requirements, landscaping specifications (pine straw versus pine bark nuggets), electrical service details, and change order procedures for any contaminated materials discovered during environmental assessment. The revised Itemized Price Schedule dated March 3, 2026, is attached and referenced for line-item details including site demolition, earthwork, electrical installation, storm sewer work, paving, landscaping, and indirect costs such as general conditions, mobilization, maintenance of traffic, project management, and permitting.
Bidders were required to acknowledge receipt of this addendum on the Proposal Bid Form. The addendum clarifies that permit fees will not be waived and must be included in bid pricing, that no phasing plan or interim parking access is required, that the site will be closed to expedite construction, and that contractors should contact the City of Leesburg Building Department to verify specific permitting requirements. Environmental contamination removal discovered during the environmental assessment will be compensated through change orders. The addendum references Addendum No. 2 regarding certified contractor requirements for the project. No pricing adjustments, set-asides, or incumbent information are addressed in this addendum.
