About this file

This is Addendum No. 2 to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida for the 5th Street Parking Lot Expansion project (IFB 26-012-HG). The addendum, dated February 26, 2026, and issued by Buyer Lissandra Kmoch, clarifies project requirements and addresses questions submitted by interested bidders. The City requires bidders to acknowledge receipt of this addendum on the Proposal Bid Form; bidders who have already submitted their forms must revise their electronic submissions to include this acknowledgment. The addendum establishes that demolition of the existing building shown on drawing C-005 is included within the scope of this bid and will not be performed under a separate contract. The City will not reconsider its requirement that bidders be Florida-licensed Certified Contractors.

Regarding the installation of electrical infrastructure, the addendum provides bidders with flexibility by offering two options: either the electric department contractor can install conduit and pull boxes with necessary coordination, or the site contractor can install these items to maintain control over installation methods and timing. The addendum clarifies that sonotubes are not required for light pole installation, as poles will be direct buried, with small concrete poles (without bases) being preferred to allow asphalt to be poured around them in parking spots. A Schedule of Values with detailed pay items is referenced in Addendum 1, indicating that pricing details have been addressed in previous addenda.

Text version

DATE: February 26, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Is the contractor installing conduit, pull boxes and sonotube for the future light pole installation? Will the electric company relocate those electrical panels and transformers?

A1. There are two options. One is the electric department contractor can install the conduit.

Coordination will be a must. The other option is to have the site contractor install the pipe. This gives them the opportunity to control how and when it is installed. We do not install sonotubes for the light poles. They are direct buried. If you use the pole with the base like we did on Main Street, it will be tough to get the grade right. If we use the small concrete poles with no base, then the asphalt can be poured around them. These are the poles that sit with in the asphalt parking spots.

Q2. Will a Schedule of Values, including detailed pay items, be provided for this project?

A2. See Addendum 1.

Q3. Is the demolition of the existing building shown on C-005 included in this bid or will that be done under a separate contract?

A3. Demolition of the existing building is included in this bid.

Q4. Will the City reconsider if a certified contractor will be required to bid on this project?

A4. No, the City will not reconsider this requirement.
