Addendum No. 5 to IFB 26-012-HG: Leesburg 5th Street Parking Lot Expansion

This is Addendum No. 5, issued March 13, 2026, by the City of Leesburg, Florida, Procurement Division to the Invitation for Bid (IFB) No. 26-012-HG for the 5th Street Parking Lot Expansion Project. The addendum addresses 18 Requests for Information (RFIs) submitted by interested bidders and provides clarifications regarding project specifications and requirements. Key project elements include site demolition (2.3 acres), earthwork (2,000 cubic yards), electrical power service installation, stormwater infrastructure including 12-inch PVC storm sewer (80 linear feet), storm and doghouse manholes, an exfiltration system (5,830 cubic yards), paving across multiple layers (4,600-8,670 square yards), thermoplastic striping, concrete sidewalk and curb work, a dumpster enclosure, landscaping (19 canopy trees, 8 palms, 780 square feet of shrubs, irrigation system), and general conditions. The addendum extends the original bid schedule: Bid Specifications Questions are due by March 2, 2026, at 5:00 P.M.; the deadline to issue addenda is March 6, 2026, at 4:30 P.M.; and bids are due by 11:00 A.M. on March 25, 2026 (extended from March 18), with opening via Zoom immediately following. The non-mandatory pre-bid meeting occurred on February 25, 2026, at City Hall. Bid tabulation will occur within two working days of opening, with Intent to Award issued by April 3, 2026, and final award by the City Commission at its next scheduled meeting.

The revised Itemized Price Schedule dated March 13, 2026, includes 37 line items organized into Direct Construction Costs (Site Work, Landscaping) and Indirect Construction Costs (General Conditions, Allowances, and Project Services). The Engineer's Estimated project cost is $2,441,498.62. Key RFI responses clarify that contractors must provide shop drawing submittals for the underground retention system and exfiltration risers (with 2-foot diameter grated H-20 traffic-rated manhole lids), with flexibility to propose equivalent products meeting design requirements. The City will not retain excavated soil and contractors must dispose of it. Access coordination for plant deliveries and service trucks must occur with the City of Leesburg and Water Department prior to construction. All parking lot striping shall be thermoplastic, and striping in the existing lot area behind the restaurant shall be power-washed and re-striped without additional asphalt overlay. Dumpster enclosure design shall follow City of Leesburg Standard Detail (G-10), and abandoned utilities must be grouted or flowable-filled. No phasing or detailed access plan is specified for the project.

DATE: March 13, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer – Procurement

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Refer to the included Contech standards and cut sheets for example. Please submit project-specific shop drawings for review and approval, or provide an equivalent product/design that meets the requirements for the underground retention system.
