About this file

This is Addendum No. 1 to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida for the 5th Street Parking Lot Expansion project, dated February 24, 2026. The addendum addresses responses to requests for information (RFIs) submitted by interested bidders and modifies the original solicitation documents. The project requires a qualified, Florida-licensed Certified Contractor to provide all necessary labor, equipment, tools, materials, supplies, and incidentals to construct a parking lot expansion following engineered design plans. The scope of work encompasses site demolition (0.54 acres), earthwork (500 cubic yards), clearing and grubbing, electrical power service installation, lighting fixtures (2 units), storm sewer installation (200 linear feet of 12" PVC pipe with 1 manhole), paving (1,500 square yards across three layers including asphalt), sidewalk and curb work, landscaping (6 canopy trees, 200 square feet of shrubs, 5,000 square feet of sod), and irrigation systems. The addendum clarifies that lane closures and detours are permitted provided they do not interfere with City events, that no environmental assessment of the building to be demolished has been completed and the awardee must obtain clearance prior to demolition, and that Leesburg Electric will handle transformer removal following permit approval.

The itemized price schedule attached to the addendum requires bidders to provide unit prices and amounts for 32 line items organized into site work, landscaping, general conditions, allowances, and indirect costs categories. Bidders must acknowledge receipt of the addendum on the Proposal Bid Form, and failure to revise previous submissions will not relieve the bidder of acknowledgment obligations as all bids received will be construed as acknowledging the addendum. The schedule includes provisions for maintenance of traffic (30 lump-sum daily allowances), mobilization, storm water pollution prevention plans, as-built layouts, supplemental work (5 percent allowance), escalation, contingency (10 percent), project management, design, permitting, and project inspection services. Bidders are required to submit completed price schedules with all line items priced to be considered for award.

DATE: February 24, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Procurement Manager

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. We did not see any provisions for Maintenance of Traffic in the documents. Are lane closures and detours allowed by the City?

A1. Yes, the City will approve lane closures and detours as long as they don’t interfere with City

Events.

Q2. Has the city performed an environmental assessment of the building called out to be demolished?

A2. No, the City has not performed an environmental assessment of the building, the awardee will have to get the building cleared for demo. The City conducted a preliminary site survey by City Staff and did not see any surface indications of any areas of environmental/hazwaste concerns.

Q3. Will Leesburg Electric be involved with removing the transformer?

A3. Leesburg Electric will be removing the transformer. Once they apply for permit to demo the building, they will need to request an order form Customer service to “remove meter and service” we will get the design worked up and get our crews to remove the transformer.

The attached document is hereby made part of the solicitation.
