About this file
Addendum 1 Summary: EWEB Concrete Removal & Replacement Services ITB #25-31-PW
This is an addendum issued by the Eugene Water & Electric Board (EWEB) modifying the bidding documents for Concrete Removal & Replacement Services (ITB #25-31-PW) in Eugene, Lane County, Oregon. The addendum clarifies critical bidding requirements and calculation methodologies for the unit-price contract. The "Typical Project Size" references the number of units typical for EWEB projects per line item on the Bid Form, while "Estimated Quantity" represents the total quantity anticipated over the five-year contract period. Bidders must calculate extended pricing by dividing the typical project size by the estimated quantity, then multiplying by their unit price. For Item #3, EWEB requires unit pricing per inch-foot, a specific concrete cutting measurement combining inches and feet. The bid closing date and time remain unchanged at Thursday, January 13, 2026, at 2:00 PM. This addendum constitutes a material change to the bid, and bidders must acknowledge receipt by signature and returning a copy with their response or by circling the addendum number on the bid form.
The addendum does not address pricing terms, set-asides, funding sources, or other financial considerations, as these remain governed by the original ITB #25-213-PW documents. Bidders are responsible for reviewing the base solicitation for compensation structures, bid bond requirements (10 percent for bids over $100,000), performance and payment bond requirements (100 percent upon award), prevailing wage compliance, and the estimated contract value of approximately $200,000 over a five-year term. Sandra Hahn, the Purchasing Contact, prepared this addendum and serves as the point of contact for clarifications.

ADDENDUM # 1
Concrete Removal & Replacement Services
ITB # 25-31-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTION & ANSWER
1. Can you please clarify what is the correlation between the highlighted area “Typical project size” to “Estimated Quantity” on the Bid Form (Bid Table)?
Response: Typical Project Size is the number of Units typical in a project for EWEB – for each line of the Bid Table. For Line 1, for example, there are typical 2 cubic yards worth of cold patch and crushed rock to remove in a project. The Bidder would divide the Estimated project size by the estimated Quantity and multiply that by Bidder’s unit Price to find the Extended Price.
As a reminder, the Estimated Quantities are for the 5-year contract period.
2. For Item #3, is EWEB asking the unit price per foot or per inches?
Response: EWEB is asking for the unit price per inch-foot - the specific concrete cutting term where the combination of inches and feet are measured to show total work.
CLOSING DATE AND TIME
Thursday, January 13, 2026; 2:00 pm. Remains unchanged.
This addendum constitutes a MATERIAL CHANGE to the bid. ITS RECEIPT BY THE BIDDER IS TO BE ACKNOWLEDGED BY A SIGNATURE AND RETURNING A COPY OF THE ADDENDUM WITH ITS RESPONSE OR
BY CIRCLING THE ADDENDUM NUMBER IN THE APPROPRIATE AREA ON THE BID FORM.
