About this file
This is a bid form for Eugene Water & Electric Board (EWEB) ITB #25-213-PW for concrete removal and replacement services within Eugene, Lane County, and the state of Oregon. EWEB seeks contractor services for the installation, removal, and replacement of concrete cement for EWEB's right of way. The project encompasses both small projects under 100 square feet (Group A) and large projects greater than 100 feet (Group B), with bidders able to submit proposals for either or both groups. Estimated quantities over the five-year contract life include removal of cold patch and crushed rock (225 cubic yards for Group A, 135 cubic yards for Group B), removal of existing concrete (110 cubic yards for Group A, 135 cubic yards for Group B), concrete cutting (10,000 inch-feet for Group A, 10,225 inch-feet for Group B), and various other concrete work including sidewalks, driveways, ADA ramps, curb and gutter replacement, and reinforcing. The bid opening is scheduled for Tuesday, January 13, 2026, at 2:00 p.m. PST at the EWEB Roosevelt Operations Center. Bidders must submit a complete bid package including the signed bid form (converted to PDF), minimum qualifications form, bid bond, first tier subcontractor form, signed addenda if applicable, and electronic copy on a flash drive.
Bidders must provide a bid bond equal to ten percent of the total bid amount, with performance and payment bonds required at 100 percent of the contract amount upon award. The contract award will be made separately to the lowest bidder for each bid table, potentially resulting in two contracts. Bidders must be registered with the Oregon Construction Contractors Board or Landscape Contractors Board and in compliance with prevailing wage requirements under ORS 279C.830(1). Oregon resident bidders are given preference, with non-resident bidders subject to a percentage increase equal to any preference given to bidders in their home state. Bidders must certify compliance with drug testing requirements, non-collusion standards, and equal employment opportunity and affirmative action practices. EWEB encourages contracting with minority-owned, woman-owned, emerging small businesses, and veteran-owned businesses. The bid shall remain valid for ninety calendar days from the opening date, and the contractor must commence work upon receipt of a Notice to Proceed and maintain a current, valid license throughout contract performance.
