About this file

This is Addendum #1 to Request for Bid (RFB) DMAVS 2025-01 issued by the New Hampshire Department of Military Affairs and Veterans Services for the NHARNG Center Strafford Building 12 Interior Renovations project. The addendum modifies vendor certification requirements related to surety bonding and contract security. The bid closing date is February 28, 2025, at 12:00 PM EST. A non-mandatory bidder's conference and site walk-through are scheduled for February 19, 2025, at 10:00 AM at the NH Army National Guard Training Site in Strafford County. The project scope includes comprehensive interior renovation work involving bathroom and shower facility construction, new flooring systems installation, and mechanical, electrical, and plumbing upgrades, including an energy recovery ventilator, LED lighting, power distribution systems, and fire alarm upgrades. Two potential alternates are included: training turf flooring and unisex shower rooms. Work is to be performed between 7:00 AM and 3:30 PM, with the contract term running from Governor and Council approval through November 28, 2025.

The primary change addressed in this addendum eliminates the initial surety bond requirement of $50,000 and related license-based increases, replacing it with a contract security requirement of 100 percent of the contract amount. The surety bond must be written by a company licensed to conduct business in New Hampshire and must be listed on the current Treasury Financial Management Services Circular Number 570 list of acceptable surety companies for federal bonds. Contractors must maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation insurance. The contract includes a $25,000 allowance for unforeseen conditions and owner-initiated changes, with payment terms of net 30 days via ACH. Contractors must be registered to conduct business in New Hampshire and in good standing with the NH Secretary of State.
