About this file
This is Addendum No. 1 to Invitation for Bid (IFB) No. 26-012-HG issued by the City of Leesburg, Florida, dated February 24, 2026, and prepared by Procurement Manager Hosea Goodwyn. The addendum addresses requests for information submitted by interested bidders and clarifies project requirements for the 5th Street Parking Lot Expansion. Key clarifications include confirmation that lane closures and detours are permitted provided they do not interfere with City events; that the selected contractor is responsible for obtaining environmental clearance of the building designated for demolition, as the City has only conducted a preliminary site survey; and that Leesburg Electric will handle transformer removal and coordinate with the City's utility crew for meter and service disconnection once demolition permits are applied for. The addendum incorporates a revised Itemized Price Schedule (Attachment E, dated 2/19/2026) listing 32 line items spanning site work, landscaping, general conditions, and indirect costs including site demolition (0.54 acres), earthwork (500 cubic yards), clearing and grubbing, electrical power service installation, two light poles and fixtures, storm sewer installation (200 linear feet of 12-inch PVC pipe with one manhole), paving across three layers (1,500 square yards total), sidewalk and curb work (100 square feet and 1,000 linear feet respectively), landscaping elements (six canopy trees, 200 square feet of shrubs, 5,000 square feet of sod), irrigation, maintenance of traffic (30 lump sum per day/application), general conditions and mobilization, stormwater pollution prevention plan (SWPPP), supplemental work (5 percent), contingency (10 percent), project management, design, permitting, and project services/inspection. Bidders must acknowledge receipt of this addendum on their Proposal Bid Form, with the submission of any bid constituting acknowledgment of receipt.
The addendum does not specify pricing terms, set-asides, incumbents, or funding sources, as these details are contained in the base IFB documents. All bidders must submit acknowledgment of receipt of Addendum No. 1 as part of their bid submission, and failure to acknowledge does not excuse compliance, as the City will construe all bids as including acknowledgment of the addendum.

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. We did not see any provisions for Maintenance of Traffic in the documents. Are lane closures and detours allowed by the City?
A1. Yes, the City will approve lane closures and detours as long as they don’t interfere with City
Events.
Q2. Has the city performed an environmental assessment of the building called out to be demolished?
A2. No, the City has not performed an environmental assessment of the building, the awardee will have to get the building cleared for demo. The City conducted a preliminary site survey by City Staff and did not see any surface indications of any areas of environmental/hazwaste concerns.
Q3. Will Leesburg Electric be involved with removing the transformer?
A3. Leesburg Electric will be removing the transformer. Once they apply for permit to demo the building, they will need to request an order form Customer service to “remove meter and service” we will get the design worked up and get our crews to remove the transformer.
The attached document is hereby made part of the solicitation.
