About this file
This Addendum #1, issued September 2, 2022, by the Michigan Department of Technology, Management & Budget (DTMB) in coordination with the Department of Natural Resources, pertains to the Mitchell State Park South Toilet Shower Building Replacement project in Cadillac, Michigan (Project No. 22.102, DTMB File No. 751/22029.JAN). The project involves demolition of the existing toilet and shower facility and construction of a replacement building featuring masonry cavity exterior wall construction with split face veneer, interior masonry walls to 8 feet with epoxy paint, exposed timber columns and trusses, standing seam metal roof with asphalt shingle alternate, aluminum frame windows and doors, and wood tongue-and-groove finishes. A mandatory pre-bid conference was held on August 31, 2022, with a bid submission deadline of September 14, 2022 at 2:00 PM through the SIGMA website. Post-bid interviews were scheduled for September 16, 2022. The contract term is 206 calendar days from the Notice-to-Proceed or by May 12, 2023, with liquidated damages of $2,000 per day. The addendum addresses three substitution requests: rejection of Navien Tankless Hot Water heaters in favor of tank-type units, approval of DMI Inter-Lock Standing Seam Metal Roofing as an equal substitute, and approval of an alternative lighting package with noted conditions.
The project includes a $50,000 Owner's Provisional Allowance in the base bid, two alternates (delete labor and materials for sealed polished concrete floors and delete labor and materials for asphalt shingle roofing), and prevailing wage rate requirements. Bidders must provide a 5% bid security, signed Bid Summary Form, Bid Schedule, Qualified Disabled Veteran (QDV) Business Representation if applicable, and Michigan-based business certification for projects over $100,000. Payment and Performance Bonds are required upon Notice of Award. Best value evaluation will compare the three lowest responsive and responsible bidders based on price and qualitative components. The project is subject to hazardous materials reports for PCB, asbestos, and paint; materials testing by owner; geotechnical requirements including peat removal and dewatering provisions; and permitting reviews by LARA, EGLE, District Health Department 10, and DTMB SESC. Winter access conditions apply, with the contractor responsible for site plowing and restoration, and the campground scheduled to close for construction with potential north loop reopening at end of April 2023.

Dimensional Metals, Inc. offers a wide range of innovative roofing and water-proofing products for the building industry. With more than 25 years of field experience, DMI products are engineered for superior performance and ease of installation.
DESCRIPTION
DynaClad® Ultra HT Wind & Water Seal™ is a self-adhering waterproof-ing underlayment composed of a non-slip, cross-laminated polymer film, laminated to a high temperature, aggressive rubberized asphalt adhesive.
A protective split release liner is removed during installation. Ultra HT is engineered for use under metal roofing systems. Ultra HT adheres aggress-ively to most clean, dry substrates including Rigid Insulation, Plywood and Metal Deck. Prime masonry, weathered OSB, exterior grade gypsum roofing products and aged metal surfaces as necessary to achieve good adhesion. Product self-seals around punctures such as screws and nails.
This advanced system limits damage caused by water penetration or leaks.
Ultra HT is ideal for secondary water resistance and prevents damage from ice dams and wind-driven rain.
USES
Whole-roof underlayment for metal roofing. Use at eaves, valleys, rakes and around roof penetrations for protection against ice dams and wind-driven rain. For roof slopes less than 3:12 DMI Requires a full layer of Ultra HT on the entire field of the roof.
FEATURES
Ultra HT offers the contractor and property owner these extra features:
• Uniform thickness for dependable protection
• Self-seals around fasteners including screws and nails
• High elongation, flexible, accommodates expansion and contraction of the substrate
• Compatible with most construction sealants and primers
• Eliminates leaks - multiple layers of protection seals out water
• Rubberized asphalt won’t crack or dry - protects against ice, wind and rain
• Aggressively adheres - sticks to plywood, metal and most other building materials for ease of application.
• Non-slip surface and overlap guide lines for easy installation
• White, heat reflective surfaces allows for adhesion directly to Extruded and Poly-Isosyanurate Insulation
INSTALLATION
• Surface must be clean, dry and free from oil
• Apply in clear, dry weather at 50°F or above
• Clean, dry wood and metal surfaces do not require priming
• Prime masonry, weathered OSB, exterior grade gypsum roofing products and aged metal surfaces as necessary
- masonry must be fully cured
• Minimum 3” side laps and 6” end laps
• Apply uniform pressure with a 2 - 3” hand roller to the seams and overlaps
• Do not expose to direct sunlight for more than 90 days
• Do not install over solvent-based sealants unless fully cured
- active solvents may liquify bottom adhesive surface
• Installer is responsible for compatibility with caulks and sealants
• Material folded over a roof edge cannot be left exposed, fasten every 6” and cover
DynaClad® Metal Roofing System Limited Warranty Ultra HT Wind & Water Seal™ qualifies and is covered under DMI’s DynaClad® Metal Roofing System Limited Warranty.
