About this file
This document is a Request for Information (RFI) related to a federal contract opportunity for utility systems resiliency repairs and upgrades at the United States Naval Academy in Annapolis, Maryland. The RFI also addresses work restrictions, unit price adjustments, and the usage of test piles. The federal contract opportunity is a task order under Indefinite Delivery Quantity Contracts held by several Navy contractors, with a solicitation number of ACQR6043431. Contact MDOT SHA District 5 for KGS Highway Bridge loading information.

It appears that the outlined route for the precast girders will not work for the length of the girders. Specifically the turn from College Ave to King George Street is not large enough. Please advise on other possible routes.
Contact and coordinate transportation route with MDOT SHA District 5.
3 7/25/2024 Is there an opportunity for the Contractor to receive any materials by barge on Turner Joy Road.
Such a plan would be considered as part of contractor submittals under section 01 50 00, in conjunction with the schedule and quality control submittals. This will require review and coordination to assess impacts on installation operations.
4 7/25/2024 Please provide a copy of the applicable construction permits for this project.
The following construction permits have been provided as an attachment:
• MDE_ESC+SWM Approval Letter 23-SF-0174
• MDE_JPA License 23-WL-1046
• USACE_JPA License NAB-2023-61614-M55
• USCG Bridge Permit Waiver Approval Letter
5 7/25/2024 Is the installation of some type of temporary in-water access platform to get equipment onto the water permitted?
A temporary in-water access platform is permitted. However, the contractor is responsible for any additional coordination that may be required with MDE due to additional ground disturbance, spud piling, etc. If a temporary access platform is utilized, the portion of the site disturbed must be returned to its original condition at the conclusion of construction.
6 7/25/2024
Work Restrictions states 01 to 30 Aug 2026 as shutdown period for the HTHW cutover. That does not seem to meet the 485 day duration. Please confirm expected dates to reflect this.
The period of performance is hereby amended to 820 calendar days after task order award.
7 7/25/2024
Please confirm buildups and splices directed by the Contracting Officer will also be cause for unit price adjustment in accordance with FAR 52.236-2 Differing Site Conditions as these items are excluded from Section 1.4.3 regarding Unit Price Payment.
Not confirmed. Buildups and splices will only be required due to Contractor action or failure.
8 7/25/2024 Locations for test piles are not indicated on the drawings. Please confirm test piles may be used as production pile if the requirements of specifications are met.
See sheet S-001. Note #5D states that one test pile must be provided at each bridge pile cap.
9 7/25/2024 Please confirm that SUB CLIN 0001C for "Steel Pipe Piles finished in place and accepted" is to include the production of (and pulling of) test piles required.
Specification section 31 62 16.13 Paragraph 3.3.1 states that test piles may be used in finished work “if located properly and offering adequate driving resistance”.
It is the Contractor’s responsibility to ensure adequate location and installation of all test piles. The DOR and Contracting Officer must be notified in the event that a test pile does not offer adequate driving resistance.
Given the design is informed by geotechnical investigation and borings, it is not anticipated that any test piles will require removal.
However, the production/installation of said test piles is to be included in SUB CLIN 0001C. Refer to specification section 31 62
16.13 for additional test pile requirements.
