SOLICITATION 9594CS24Q0010 – AMENDMENT 0003
ATTACHMENT 1 – RESPONSES TO ALL QUESTIONS RECEIVED
QUESTION #1: Can you please tell me if there is an incumbent? If so, contract information?
RESPONSE: See solicitation section L.11, which identifies the incumbent. In addition, Amendment 0003 revises section L.11 to add the current award number.
QUESTION #2: Could you please clarify if bidders are required to bid on all services listed, or is there an option to bid on only one specific service?
RESPONSE: See solicitation Amendment 0002 which adds the following language to solicitation section L.4.4.1:
“Any submitted quote must include a price in Attachment J-19, Solicitation Price Sheet, for all CLINs for all periods of performance included in this solicitation. Partial quotes will not be accepted.”
QUESTION #3: Could a vendor bid on a single line item, such as janitorial, or would they have to bid on everything?
RESPONSE: See response to Question #2 above.
QUESTION #4: How many people does each site require?
RESPONSE: Amendment 0003 revises solicitation section C.8, Minimum Performance Requirement, to reflect the minimum hours of coverage for janitorial services at all locations.
Amendment 0003 also revises Attachment J-1, Exhibit 2, to reflect additional performance requirements. This, along with information included in the solicitation as well as Attachment J-1, Janitorial Services, and its two exhibits, prescribes in detail the janitorial work required to be performed. Using this information, each entity must determine its own staffing for janitorial services at each location.
QUESTION #5: How many hours each job should take and how frequently.
RESPONSE: See response to Question #4 above. In addition, frequency of work for each location is detailed in Attachment J-1, Exhibits 1 and 2.
QUESTION #6: How many hours per week will be required to focus on all facilities?
RESPONSE: See response to Question #4 above.
QUESTION #7: Can the government confirm that the only building requiring janitorial services between the hours of 6am through 9:30pm daily, seven days a week, is HQ, located at 1900 Massachusetts, Ave (RSC).
RESPONSE: CSOSA’s “HQ” is not located at 1900 Massachusetts Ave (at the RSC).
Notwithstanding that, this response confirms that janitorial services between the hours of 6am through 9:30pm daily, seven days a week, are only required at CSOSA location 1900 Massachusetts, Ave (RSC). Note that Amendment 0003 revises section C.8, Minimum Performance Requirement, to include minimum performance requirements for all other sites.

Amendment 0003 - Attachment 1
QUESTION #8: Can the government provide the name of the subcontractors for the Gate Maintenance Services, Pest Control Services, Refuse Collection, Fitness Equipment Maintenance, and Lab Equipment Maintenance?
RESPONSE: The requested information is provided as below. Note that the government is not recommending or stating any preference for providing services with the below identified subcontractors. Each entity should perform the appropriate due diligence in the selection of any subcontractor for the work included in the solicitation.
1. Gate Maintenance: There is no current subcontractor providing this service.
2. Pest Control Services: Orkin
3. Refuse Collection: F&F Construction Inc.
4. Fitness Equipment Maintenance: There is no current subcontractor providing this service.
5. Lab Equipment Maintenance: Diversified Laboratories Inc.
QUESTION #9: What is the expected start date? Will start date vary by site?
RESPONSE: The anticipated start date for on-site services is September 30, 2024. Work at all sites begin on the same start date.
QUESTION #10: What is the square footage of the lot for each site, excluding building footprint?
RESPONSE: Square footage information for the lot for each site is not available. Specific information regarding the grounds maintenance to be performed at each site was shared at the site visit for each location. It is expected that the participation in the site visit resulted in adequate identification of the grounds that require maintenance under this acquisition.
QUESTION #11: What is the current staffing, in terms of full-time and part-time staff, at each site?
RESPONSE: See response to Question #4 above.
QUESTION #12: Are the employees at any of the sites covered by Collective Bargaining Agreements?
RESPONSE: There is no collective bargaining agreement in the current award for the employees at any of the sites. The wage determination included in the solicitation is the applicable wage determination in the current award.
QUESTION #13: What are the service hours for each site?
RESPONSE: See response to Question #4 above.
QUESTION #14: Section B-4 CLIN Pricing. This definition does not include supplies in the monthly price. Please confirm that the Government will provide all consumable supplies, including all restroom supplies.
RESPONSE: The language in B.4.1 and B.4.2, “includes all necessary labor, management, supervision, equipment, materials, tools, and any markups (including profit) to perform the services…” is intended to cover any supplies and consumables. To clarify, this amendment includes a revision to section B.4.1 and B.4.2 adding the words “consumable supplies”.
QUESTION #15: Section C.8 Minimum Performance Requirements. Are there specific performance hours for sites other than 1900 Massachusetts Ave.?
RESPONSE: Amendment 0003 revises solicitation section C.8, Minimum Performance Requirement, to include the minimum hours of coverage for janitorial services at sites other than 1900 Massachusetts Ave.
QUESTION #16: Section H.4 Unforeseen Closures, Work Stoppages, and Government Closures. Will the Government impose reductions from the monthly or quarterly firm fixed price in such cases?
RESPONSE: Possibly. If such a situation were to occur, FAR 52.242-15, Stop-Work Order, included in solicitation section I by reference, provides the authority for the government to issue a stop-work order and also identifies the Contractor’s rights to any adjustment.
QUESTION #17: Attachment J-4 Trash/Recycling Removal/Disposal Services, Sections 1.1.2 (trash) and 1.2.1 (recycling). What is the current pickup schedule for trash, and for recycling, at each location?
RESPONSE: The response to Question #8 identifies the subcontractor performing the trash and for recycling effort under the current award. The solicitation does not require a specific “pickup schedule”; it only requires specific frequency of pickups (see Attachment J-4). As long as the frequency of pickups identified in the solicitation is adhered to, then the pickup schedule may be as agreed to by the Contractor and the subcontractor. Note that Amendment 0003 revises Attachment J-4 to state the scheduled pickup days cannot be sequential.
QUESTION #18: Attachment J-4 Trash/Recycling Removal/Disposal Services, Sections 1.1.2 (trash) and 1.2.1 (recycling). Who is the current trash/recycling contractor/subcontractor?
RESPONSE: See response to Question #8.
QUESTION #19: Attachment J-8 Additional Services, Section 7 – Removal of Blood-borne Pathogens. Please confirm that COR approval of pricing is NOT required prior to the cleanup.
RESPONSE: Because the cleanup services for blood borne pathogens is considered an emergency and Attachment J-8 Additional Services, section 7.2 requires the Contractor to respond to the site within 30 minutes of being notified by the COR, there is not adequate time for the Contractor to evaluate the required service and provide a price before the work is to be completed. Therefore, COR approval of pricing is NOT required prior to the cleanup; however, Amendment 0003 revises Attachment J-8, Additional Services, to add requirements for providing the price of the service performed within 1 business day when the work was performed.
QUESTION #20: Attachment J-12 Deliverables. This table indicates that the Schedule of Services and the Updated Schedule of Deliverables are both due 20 days after award. Please clarify.
RESPONSE: Amendment 0003 revises Attachment J-12 to match the requirements for the Updated Schedule od Deliverables as outlined in solicitation section C.5.3.
QUESTION #21: What is the Living Wage requirements for this contract?
RESPONSE: See solicitation section H.2 which identifies the specific Department of Labor (DOL) issued wage determination that is applicable to this acquisition.
QUESTION #22: Do you foresee any changes in the Living Wage in the future.
RESPONSE: If/when the government exercises any option period, any revisions to the DOL wage determination included in the solicitation and resultant award will be identified in the modification exercising the option period. As per FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts), the Contractor has 30 days to identify any price impacts as a result of the revised wage determination.
QUESTION #23: What is the monthly supply cost on this contract?
RESPONSE: The monthly/quarterly price in the current award is inclusive of all costs. There is no separate price for monthly supplies. The solicitation and solicitation attachments provide information for the quantity of work to be performed. It is expected each entity will identify what is required for all price elements that comprise the monthly/quarterly amounts quoted.
QUESTION #24: Is there a bond required?
RESPONSE: No bond is required.
QUESTION #25: Who is the incumbent and the annual contract amount [sic]?
RESPONSE: Solicitation section L.11 identifies the incumbent contractor. The solicitation and the solicitation attachments provide adequate information for the work requirements for this specific acquisition to be priced. It is expected that pricing specific to this solicitation will be developed.
QUESTION #26: What are the additions to this contract that was not included on the last contract?
RESPONSE: The solicitation details the work for this requirement. A comparison to the current award will not be made.
QUESTION #27: Is there any air quality?
RESPONSE: An answer cannot be provided as this question is not understood. No solicitation section was identified with this question in order to relate what the question is referring to.
QUESTION #28: Will a porter be used for all locations?
RESPONSE: The Contractor is required to determine the resources required to perform the work identified in the solicitation.
QUESTION #29: I noticed on the price sheets that Option years 2-4 under Grounds Services CLIN 2002 (2002AC),3002 (3002 AC), and 4002 (4002AC) has been eliminated. Is that intentional or a mistake?
RESPONSE: All the work at CSOSA location 1900 Massachusetts Ave, SE (RSC) that is included in contract line item numbers (CLINs) under the base period and Option Period 1 has been moved to a new set of CLINs for Option Periods 2, 3, and 4 as shown in the table below:
Base Period &
OP1 CLIN
CLIN
Description
New CLIN in Option Period 2
New CLIN in Option Period 3
New CLIN in Option Period 4
0001AD/1001AD Janitorial 2009 3009 4009 0002AC/1002AC Grounds 2010 3010 4010 0003AD/1003AD Pest Control 2011 3011 4011 0004AD/1004AD Trash, etc. 2012 3012 4012 0008AD/1008AD Add’l Services 2013 3013 4013
The reason this work is moved to different CLINs for Option Periods 2, 3, and 4 is that while this is work known to be needed in the base period and Option Period 1, CSOSA is not certain at this time if the work identified in the following CLINs will be needed at the time the respective option period is exercised:
• CLINs 2009 through 2013 for Option Period 2;
• CLINs 3009 through 3013 for Option Period 3; and
• CLINs 4009 through 4013 for Option Period 4.
Section H.15 is a clause that identifies how the above CLINs may be exercised. This clause states these CLINs “may be exercised … at the time the respective purchase order option period is exercised…” meaning that if Option Period 2 is exercised, CLINs 2009 through 2013 may or may not be included in the exercise of that option period. It is important that those submitting a quote understand what work can be expected to be included in the exercise of an option period and what work may or may not be included in the option period.
