This is a Request for Proposal (RFP #3940) issued by Eastern Municipal Water District (EMWD), a California public water agency serving approximately one million people across a 601-square-mile service area in western Riverside and northern San Diego counties. EMWD seeks a qualified energy consultant to conduct a utility-scale energy generation study and evaluate rules, regulations, and market opportunities related to large-scale power generation projects. The study must develop strategies to reduce EMWD's current retail electricity consumption by 30%, 60%, and 90%, including recommendations on optimal project size, location, equipment, technology configurations, site control feasibility, interconnection assessment, regulatory requirements, environmental impacts, and potential partnerships with other agencies. The optional pre-proposal conference is scheduled for May 28, 2026, at 11:00 AM PDT via Microsoft Teams. Questions must be submitted by June 3, 2026, at 2:00 PM PDT, with responses provided by June 15, 2026, at 4:00 PM PDT. Proposals are due electronically by June 25, 2026, at 4:00 PM PDT. Selected consultants will be interviewed on or about July 13, 2026, with board recommendation anticipated for September 16, 2026, and contract execution by approximately October 1, 2026. The agreement shall commence upon contract signature and conclude by December 7, 2026, with no renewal options specified.

Compensation is on a time and expense basis with a maximum amount to be determined by EMWD and specified in the contract; all costs including labor, materials, equipment, transportation, overhead, profit, insurance, taxes, and travel must be included in the all-inclusive final price, and EMWD encourages early payment discounts. Prevailing wages are not required. Selection will be based on ten evaluation criteria including organization and personnel qualifications (minimum ten years' experience for the firm and five years for key personnel with public agencies), price competitiveness, staff availability and responsiveness, performance history with at least five non-EMWD client references, exceptions to RFP terms, project schedule and deliverables completion by December 7, 2026, detailed work plan and approach demonstrating understanding of EMWD's needs, insurance affidavit (pass/fail), CAL/OSHA safety compliance history (pass/fail), and local office presence near EMWD's service area. Preferred certifications include Certified Energy Manager, LEED, Certified Renewable Energy Professional, and Project Management Professional with energy focus. The consultant must maintain professional liability insurance of $4,000,000 per claim and annual aggregate, commercial general liability of $2,000,000 per occurrence and $4,000,000 aggregate, and cyber liability of $1,000,000 per claim with $2,000,000 annual aggregate. 1.2 GENERAL OVERVIEW

As a member of the Metropolitan Water District of Southern California (Metropolitan), Eastern Municipal Water District (EMWD) was organized under the Municipal Water District Act of 1911 for the primary purpose of importing Colorado River water to augment local water supplies. Over the past 75 years, EMWD has grown substantially and, today, provides water, wastewater, and recycled water service to a population of approximately 1 million people within a 601 square mile service area. EMWD is governed by a publicly elected Board of five Directors who are elected for four-year terms serving comparably sized districts based on population.

Retail customers of EMWD are located within the cities of Canyon Lake, Hemet, San Jacinto, Menifee, Moreno Valley, Murrieta, Perris, Fallbrook, and Temecula, as well as the unincorporated communities of French Valley, Good Hope, Homeland, Lakeview, Mead Valley, Murrieta Hot Springs, Nuevo, Romoland, Valle Vista, and Winchester. EMWD also supplies water on a wholesale basis to the Cities of Hemet and San Jacinto; the Lake Hemet Municipal Water District; Fallbrook Public Utility District; Rainbow Municipal Water District, Nuevo Water Company; and Rancho California Water District. EMWD operates four regional water reclamation facilities generating approximately 50 million gallons of treated wastewater daily, two water filtration plants, and three groundwater desalination plants.

EMWD’s current energy portfolio consists of:

• Eleven solar farms generating 21.5 MW, 6 sites (Phase 1 and 2) totaling 5.5 MW owned/operated by EMWD; 5 sites (Phase 3) totaling 15.9 MW under power purchase agreements, located at high-consumption treatment facilities each with sustained daily demands exceeding 3 MW).

• Five Tesla battery energy storage systems (BESS) at various locations, some co-located with solar installations.

• Eight 65 kW microturbines at EMWD’s Perris headquarters for cogeneration in heating and cooling.

EMWD’s facilities include 120 booster pumping stations, 50 wells (brackish and potable), 70 sewage lift stations, 3 Desalination Facilities, 2 Water Filtration Plants, and several administration buildings, with districtwide annual electricity usage of approximately 120,000,000 kWh.

The purpose of this RFP is to identify the most qualified consultant who can conduct and deliver a study that provides EMWD with strategies to reduce its energy reliance on retail electricity providers by 30%, 60%, and 90%.

In the event of litigation concerning the disclosure of information Proposer considers exempt (e.g., Trade Secret, Confidential, or Proprietary) EMWD shall act as a stakeholder only, holding the information until otherwise ordered by a court or other legal process. 2.1 BACKGROUND

EMWD is seeking an economical, reliable, long-term electricity supply and pricing strategy and is requesting proposals from qualified energy consultants. The selected consultant will conduct a utility-scale energy generation study and lead an evaluation of rules, regulations, and market-related opportunities related to power generation of size and scale that provide long-term benefits for EMWD and its ratepayers. The study must evaluate project size, location (within EMWD’s service area or elsewhere), development, financing, design, construction, commissioning, and operations of the energy generation facility. In addition, this evaluation should also include options for involving public or private agency collaborations and partnerships.

The study shall be a strategic evaluation and assessment that aligns with EMWD’s past Energy Management Plan as well as the EMWD’s 2025-2027 Triennial Strategic Plan Goal of Energy Diversification which aims to “plan and implement cost-effective energy projects and strategic partnerships to optimize EMWD’s energy portfolio and minimize its carbon footprint”.

Proposals should address realistic risks, including site control, land acquisition, interconnection feasibility, and recommend an adequate and sustainable portfolio of energy projects, sources, and supplies that will support EMWD’s operation for the next 25 years.

2.2 PROJECT SCHEDULE
