About this file
This is a Small Business Encouragement (SBE-2) bonus points request form issued by Hillsborough County, Florida in connection with a professional services contract opportunity for waste-to-energy and solid waste systems management. The form requires proposers to identify registered Small Business Enterprise subcontractors they intend to utilize on the project, specify the registering agencies for each SBE firm's registration status, and confirm execution of Letters of Intent with the named SBE firms. Proposals must be submitted electronically through Euna Procurement by July 24, 2026, at 2:00 p.m. Eastern Time. The underlying contract opportunity is structured as a five-year term contract with an estimated value of $6 million, under which the County's Engineering and Operations Department will issue individual work orders as needed. Study work orders are capped at $500,000, while professional services for construction projects with estimated construction costs up to $7.5 million are permissible. Proposers must demonstrate specific experience with municipal solid waste combustion systems, waste-to-energy service agreements, and regulatory compliance, with engineering certification as a minimum qualification.
To qualify for SBE bonus points, proposers must commit to subcontracting at least 10 percent or greater of ultimate contract fees to registered SBE firms and must attach copies of current SBE registrations or reciprocal registration documentation and executed Letters of Intent. The evaluation criteria total 100 points, with an additional 5 percent of maximum evaluation criteria points available as SBE participation bonus points for firms meeting the 10 percent SBE commitment threshold. All SBE firms must be registered with Hillsborough County's Small Business Encouragement Program or possess reciprocal registration as specified in the solicitation document. Compensation is negotiated on a work order-by-work order basis, calculated according to direct salary rates by personnel classification, audited/certified overhead and profit multipliers, and reimbursable costs. Proposers must comply with comprehensive liability insurance requirements, including Professional Liability at $1 million per claim with Hillsborough County named as additional insured, and must meet E-Verify, IMAGE Best Practices, and Cone of Silence requirements.
