About this file
This is Addendum No. 1 to a Request for Professional Services issued by Hillsborough County Engineering and Operations Department for Professional Services for Waste to Energy and Solid Waste Systems (Solicitation RPS-26-00274). The addendum, issued June 26, 2026, modifies the basis for award criteria to allow the County to select one or more qualified professionals for contract award, rather than limiting selection to a single firm. The underlying contract opportunity encompasses professional engineering and technical services for the County's Waste-to-Energy Facility, Resource Recovery Facility, and solid waste management systems under a five-year term contract with an estimated value of $6 million. Services include independent consulting engineer services, annual facility inspections, quarterly punch list reviews, environmental testing and monitoring, monthly facility meetings, bond compliance reporting, service agreement development, project development and permitting, technical training, and ash and metals recovery optimization. The RRF operates four boilers (three 400 ton-per-day units and one 600 ton-per-day unit) with two General Electric turbines generating approximately 46 megawatts of gross electrical capacity. Proposals are due by July 24, 2026, at 2:00 p.m. Eastern Time through electronic submission, with a 40-page maximum limit excluding resumes and organizational charts.
Evaluation of proposals totals 100 points, comprising Ability of Firm and Its Professional Personnel (45 points), Firm's Experience with Similar Projects (40 points), Willingness and Ability to Meet Schedule and Budget (5 points), and Effect of Recent and Projected Workload (10 points), with additional scoring for Volume of Work (5 points maximum) and Past Performance Rating (5 points maximum). A Small Business Enterprise bonus points program provides up to 5 percent of maximum evaluation criteria points for SBE participation of 10 percent or greater of contract fees. The County will conduct oral presentations with at least three shortlisted firms. Compensation is negotiated work order-by-work order based on direct salary rates by personnel classification, audited/certified overhead and profit multipliers, and reimbursable costs, with individual study work orders not exceeding $500,000 and professional services for construction projects up to $7.5 million. Proposers must maintain comprehensive liability insurance including Professional Liability coverage of $1 million per claim with Hillsborough County named as additional insured, comply with E-Verify and IMAGE Best Practices requirements, and adhere to the Cone of Silence restrictions prohibiting unauthorized communications regarding this procurement.
