About this file

This is a Firm Data Sheet template from Hillsborough County Engineering and Operations Department in Florida, designed to evaluate consultant qualifications for professional services related to the County's Waste-to-Energy Facility, Resource Recovery Facility, and solid waste management systems. The County is requesting proposals for a five-year term contract estimated at $6 million to provide independent consulting engineer services, annual inspections of the RRF and two transfer stations, quarterly facility punch list reviews, environmental testing and monitoring, monthly facility meetings, bond compliance reporting, service agreement development, project development and permitting support, technical training, and ash and metals recovery optimization. The RRF comprises four boilers—three 400 ton-per-day units and one 600 ton-per-day unit—with two General Electric turbines generating approximately 46 megawatts gross electrical capacity. Proposals are due electronically by July 24, 2026, at 2:00 p.m. Eastern Time, limited to 40 pages maximum (resumes and organizational charts excluded), with oral presentations to be conducted with at least three shortlisted firms.

Compensation is structured as a term agreement with individual work orders issued as needed by the Director of Engineering and Construction, with study work orders not to exceed $500,000 and professional services for construction projects up to $7.5 million permissible. Payment is negotiated work order-by-work order based on direct salary rates by personnel classification, audited/certified overhead and profit multipliers, and reimbursable costs. Evaluation criteria total 100 points, comprising Ability of Firm and Professional Personnel (45 points), Firm's Experience with Similar Projects (40 points), Willingness and Ability to Meet Schedule and Budget (5 points), and Effect of Recent and Projected Workload (10 points), with additional scoring for Volume of Work (5 points maximum) and Past Performance Rating (5 points maximum). A Small Business Enterprise (SBE) bonus points program provides 5 percent of maximum evaluation criteria points for commitments of 10 percent or greater SBE participation. Consultants must hold engineering certification, demonstrate experience with municipal solid waste combustion systems and waste-to-energy service agreements, maintain comprehensive liability insurance with Professional Liability coverage of $1 million per claim with Hillsborough County named as additional insured, comply with E-Verify and IMAGE Best Practices, and adhere to Cone of Silence restrictions.
