About this file
This is a Drug-Free Workplace Certification Form required by Florida Statute 287.087 for vendors bidding on the Hillsborough County Engineering and Operations Department's Professional Services for Waste-to-Energy and Solid Waste Systems contract. The form mandates that prospective vendors certify compliance with six specific drug-free workplace requirements, including publishing workplace policies prohibiting controlled substance use, informing employees about drug abuse dangers and available assistance programs, distributing policy statements to employees engaged in contract work, requiring employees to report drug-related convictions within five days, imposing sanctions or requiring rehabilitation program participation for violations, and making good faith efforts to maintain drug-free workplace standards. The certification must be signed by an authorized company representative and submitted as part of the proposal package due July 24, 2026, at 2:00 p.m. Eastern Time for the five-year term contract estimated at $6 million.
As a mandatory compliance document, the Drug-Free Workplace Form carries no separate pricing considerations but serves as a qualification requirement for contract eligibility. Vendors must demonstrate full compliance with all six statutory provisions outlined in the form prior to award. The form applies to all bidders regardless of business size, though Hillsborough County does offer Small Business Enterprise bonus points for firms committing 10 percent or greater SBE participation on the overall contract. Failure to properly complete and certify the Drug-Free Workplace Form may result in proposal rejection or contract disqualification, making it a critical administrative requirement alongside the technical and financial evaluation criteria totaling 100 points.
