About this file

This is a Proposal Affidavit document for Williamson County, Texas, related to the procurement of generator maintenance and repair services. The affidavit establishes certification requirements that all proposers must complete and sign as part of their bid submission. The contract opportunity seeks to establish agreements for inspection, preventative maintenance, repair, and rental of generators and automatic transfer switches for Williamson County-owned premises on an as-needed basis. Contracts exceeding $100,000 will require proposers to furnish a bid bond equal to 5% of the total contract price. The affidavit does not specify response dates, bid opening dates, site visits, bidders' conferences, award dates, or contract terms.

The Proposal Affidavit requires certification across six primary areas: compliance with Texas Government Code Chapter 2271 regarding Israel boycotts; compliance with Texas Government Code Subchapter F, Chapter 2252 regarding business restrictions with Iran, Sudan, foreign terrorist organizations, and sanctioned entities; compliance with Chapter 2276 regarding energy company boycotts; compliance with Chapter 2274 regarding firearm and ammunition industry boycotts; verification of no debarment from doing business in Texas; and acknowledgment that awarded contracts may be adopted through interlocal agreement by other agencies, with the exception of professional services. Proposers must also certify that proposals were not prepared in collusion with competitors and that no pricing control agreements exist. The affidavit notes that exceptions apply to these provisions for sole proprietorships, companies with fewer than ten employees, or entities excluded from federal sanctions regimes. Firms acknowledge that termination and payment withholding may result from inaccurate certifications.
