Approved Plans Document
This document comprises approved plans for a construction project managed by the Utah Division of Facilities and Construction Management (DFCM) in partnership with the Utah Department of Natural Resources and State Parks. The project involves the installation of a new water line to serve Great Salt Lake State Park and Great Saltair, including construction of an above-ground water storage tank and a booster pump station located primarily within Draper City, Utah. The scope also encompasses traverse retaining wall repair work involving selective demolition and reconstruction of a deteriorated wall, removal and replacement of concrete block courses with geogrid reinforcement, chemical surface treatment application, and slope revegetation. This Stage II Invitation to Bid is restricted to contractors shortlisted through the Stage I Request for Proposals evaluation process. Bids were due August 26, 2026. Work must commence within ten calendar days of Notice to Proceed, with substantial completion and punch list item completion required within thirty calendar days thereafter. The project is governed by APWA standards, OSHA requirements, and a September 30, 2025 geotechnical report.
The construction cost estimate for this project is $10,200,000. Contractors are responsible for furnishing all labor, materials, equipment, permits, and fees, as well as managing stormwater mitigation, utility coordination with Blue Stakes of Utah, traffic control, and protection of existing improvements. Contractors must maintain comprehensive general liability insurance naming the City as an additional named insured, worker's compensation insurance, and performance and payment bonds as specified. All work carries an eighteen-month guarantee from Project Acceptance for Maintenance, with contractors obligated to correct deficiencies at their sole expense or face cost recovery by the City. The City Engineer retains authority to reject defective work, suspend operations, and issue change orders.
