About this file

This document consists of approved plans for a construction project managed by the Utah Division of Facilities and Construction Management (DFCM) in partnership with the Utah Department of Natural Resources and State Parks. The project scope encompasses the installation of a new water line serving Great Salt Lake State Park and Great Saltair, construction of an above-ground water storage tank, and establishment of a booster pump station. The project also includes traverse retaining wall repair work in Draper City involving selective demolition and reconstruction of a deteriorated wall, removal and replacement of concrete block courses with geogrid reinforcement, chemical surface treatment application, and revegetation of disturbed slopes. This is Stage II of a multistage selection process, with only Stage I shortlisted contractors eligible to bid. Bids were due August 26, 2026, and work must commence within ten calendar days of Notice to Proceed, with substantial completion and all punch list items required within thirty calendar days thereafter.

The construction cost estimate is $10,200,000. Contractors are responsible for furnishing all labor, materials, equipment, permits, and fees, and must comply with APWA standards, OSHA requirements, and a September 30, 2025 geotechnical report. Contractors must also manage stormwater mitigation, coordinate utilities with Blue Stakes of Utah, provide traffic control, and protect existing improvements. All work is guaranteed for eighteen months from Project Acceptance for Maintenance, with contractors obligated to correct deficiencies at their sole expense or face cost recovery by the City. Contractors must maintain comprehensive general liability insurance with the City as additional named insured, worker's compensation insurance, and performance and payment bonds as specified. The City Engineer retains authority to reject defective work, suspend operations, and issue change orders.
