About this file

This is an Approved Specifications document for a Stage II Invitation to Bid issued by the Utah Division of Facilities and Construction Management (DFCM) for construction services at Great Salt Lake State Park and Great Saltair. The project involves installation of a new water line to serve both facilities, construction of an above-ground water storage tank, and a booster pump station. The scope also includes traverse retaining wall repair work in Draper City, encompassing selective demolition and reconstruction of a deteriorated wall, removal and replacement of concrete block courses with geogrid reinforcement, chemical surface treatment application, and slope revegetation. Only contractors shortlisted during the Stage I Request for Proposals evaluation process are eligible to bid. Bids are due August 26, 2026. Contractors must commence work within ten calendar days of Notice to Proceed and achieve substantial completion within thirty calendar days, with all work guaranteed for eighteen months from Project Acceptance for Maintenance.

The construction cost estimate is $10,200,000. Contractors bear full responsibility for furnishing all labor, materials, equipment, permits, and fees, as well as stormwater mitigation, utility coordination with Blue Stakes of Utah, traffic control, and protection of existing improvements. Work must comply with APWA standards, OSHA requirements, and a September 30, 2025 geotechnical report. Contractors are required to maintain comprehensive general liability insurance naming the City as additional named insured, worker's compensation insurance, and performance and payment bonds as specified. The City Engineer retains authority to reject defective work, suspend operations, and issue change orders. Any deficiencies identified during the eighteen-month guarantee period must be corrected by the contractor at their sole expense, or the City may pursue cost recovery.
