About this file

This document is a Request for Proposal (RFP) Evaluation Scoresheet for the Utah State Board of Education (USBE) solicitation number USBE-JB26085-RFP for a Migrant Education Comprehensive Needs Assessment, Evaluation and Re-Interview project. The RFP outlines detailed mandatory requirements and technical evaluation criteria for potential offerors, with a comprehensive scoring system that assesses bidders across multiple dimensions including experience with migrant education programs, re-interview processes, and technical capabilities. The evaluation is structured in three stages, with a total possible points allocation of 658 points, broken down into 500 points for technical evaluation (75%), 125 points for cost evaluation (20%), and 33 points for a potential presentation (5%).

The scoresheet indicates a rigorous selection process with specific minimum requirements, including having at least 3-5 years of experience in various aspects of migrant education, such as completing comprehensive needs assessments, service delivery planning, and re-interview processes at the state level. Offerors must demonstrate experience in at least three other states and have specific capabilities like being bilingual (English and Spanish) and understanding migrant education eligibility criteria. The evaluation methodology uses a scoring system from 0-10, with 0 representing failure to meet requirements and 10 signifying that the proposed solution measurably exceeds expectations. To be considered, bidders must achieve a minimum of 80% (400 points) on the technical evaluation, and the final award will be based on a combination of technical merit, cost, and potentially a presentation.

* USBE will use the following cost formula: The points assigned to each Offeror's cost proposal will be based on the lowest proposed cost. The Offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their Proposed Cost is than the Lowest Proposed Cost. An Offeror whose Proposed Cost is more than double (200%) the Lowest Proposed Cost will receive no cost points. The formula to compute the points is: Cost Points x (2- Proposed Cost/Lowest Proposed Cost).
