About this file
The document is a Request for Proposal (RFP) issued by the Utah State Board of Education (USBE) for a Migrant Education Comprehensive Needs Assessment, Evaluation, and Re-Interview project, solicitation number USBE-JB26085-RFP. The RFP seeks a qualified offeror to perform comprehensive services related to migrant education, including conducting a continuous improvement cycle, comprehensive needs assessment, service delivery planning, and re-interviewing processes at the state level.
The RFP establishes stringent mandatory minimum requirements for potential offerors, including demonstrating at least 3-5 years of experience in migrant education across multiple states, familiarity with eligibility criteria, and specific capabilities such as bilingual (English and Spanish) re-interviewing skills. Offerors must also ensure compliance with accessibility standards like Sections 504 and 508 of the Rehabilitation Act and WCAG 2.2 AA, and have the ability to protect student-level data according to USBE's standard terms and conditions. The requirements suggest a complex, specialized project demanding extensive experience in migrant education program management and evaluation.
