About this file

This is a Project Information Sheet for the Park Avenue Waterline & Stormwater Replacement Project, a capital improvement initiative for Park City Municipal Corporation (PCMC) in Utah. The project encompasses the replacement of approximately 4,600 linear feet of existing 6-inch ductile iron waterline installed between 1974-1982 with new 10-inch C-900 PVC water main, installation of approximately 2,500 linear feet of new water main, and abandonment of existing waterline. The scope also includes replacement and improvement of approximately 4,500 linear feet of existing storm drain infrastructure plus 1,150 linear feet of new storm drain from Park Avenue to Empire Creek, installation of fiber conduit along the waterline alignment with junction and pull boxes at appropriate intervals, and coordination with South Bend Wasatch Rural Water District (SBWRD) and other affected utilities. The project is anticipated to be divided into approximately three construction phases, with final phase limits to be determined during design. The project area encompasses Park Avenue and adjacent areas, with approximately 11 existing water service connections, 11 hydrants, and 3 pressure reducing valves (PRVs) requiring coordination. Additional requirements include survey work and geotechnical investigation to assess mining-impacted soils and applicable handling and disposal requirements.

Key design considerations include maintaining reliable water service throughout construction due to the poor condition of the existing aging ductile iron waterline caused by corrosion, developing construction sequencing and temporary water service measures to maintain service continuity to existing customers, utilizing open-cut construction for waterline replacement while evaluating trenchless or bored installation for new waterline portions, and coordinating closely with utility owners regarding existing infrastructure, utility conflicts, and required separation within the right-of-way. Design and bid documents shall be organized by phase to provide PCMC flexibility to bid and award individual phases, multiple phases, or the entire project, with construction cost estimates separately identifying costs for each phase and the overall project. PCMC will provide water and utility GIS data, available record drawings, known water service and appurtenance information, stormwater modeling results, and other available project records to support design development.

EXHIBIT E – PARK AVENUE WATERLINE & STORMDRAIN REPLACEMENT PROJECT

PROJECT INFORMATION SHEET

The Park Avenue Waterline Replacement Project consists of the replacement of approximately 4,600 LF of existing ductile iron waterline, installation of approximately 2,500 LF of new water main, and abandonment of existing waterline as generally shown on the attached Project Map. The project also includes significant storm drain replacement and improvements and installation of fiber conduit along the waterline alignment. The project is anticipated to be divided into approximately three construction phases, with final phase limits to be developed during design in coordination with PCMC.

Construction Phasing & Bidding Intent

The project is anticipated to consist of approximately three construction phases. Final phase limits shall be evaluated and developed by the Design Professional in coordination with PCMC based on logical construction limits, system operation, service continuity, constructability, and other project considerations.

Each phase shall constitute a logical and independently constructible portion of the overall project.

Design and bid documents shall be organized by phase to provide PCMC flexibility to bid and award an individual phase, multiple phases, or the entire project. Construction cost estimates shall separately identify the estimated cost of each phase and the overall project.

Project-Specific Design Considerations

• Existing Waterline Condition: The existing ductile iron waterline is aging and in poor condition due to corrosion. Design and construction sequencing shall account for the condition of the existing system and the need to maintain reliable water service throughout construction.

EXHIBIT E – PARK AVENUE WATERLINE & STORMDRAIN REPLACEMENT PROJECT

• New Water Main: Approximately 2,500 LF of new water main is proposed at the locations generally shown on the Project Map. Open-cut construction is anticipated for replacement waterlines, while trenchless/bored installation is anticipated for portions of the new water main. Final construction methods shall be evaluated during design.

• Waterline Abandonment: Existing waterline identified for abandonment may generally be abandoned in place.

• Service Continuity: Develop construction sequencing, temporary water service, and/or other measures necessary to maintain water service to existing customers to the extent practicable throughout construction.

• Storm Drain Improvements: Approximately 4,500 LF of existing storm drain and associated catch basins and manholes are anticipated for replacement or lining. Replacement pipe sizing will be based on stormwater modeling performed by others and provided to the Design Professional. The project also includes approximately 1,150 LF of new storm drain from Park Avenue to Empire Creek, generally as shown on the Storm Drain Project Map.

• Fiber Infrastructure: Fiber conduit shall be incorporated along the waterline alignment.

Fiber junction/pull boxes shall be provided at appropriate intervals and locations to facilitate installation, pulling, and future access. The number, size, and final locations of junction/pull boxes shall be determined during design in coordination with PCMC.

• Utility Coordination: Coordinate closely with SBWRD and other utility owners regarding existing infrastructure, utility conflicts, required separation, and construction within the existing ROW.

• Mining-Impacted Soils: Perform geotechnical/environmental investigation to determine the presence and extent of mining-impacted soils and applicable handling and disposal requirements, including whether excavated materials require disposal at a specialized facility to meet environmental regulatory requirements.

PCMC-Provided Information: Water and utility GIS data; available record drawings; known water service and appurtenance information; stormwater modeling results when available; and other available project records.
