About this file
This is an exhibit document for a water infrastructure project prepared for the Utah Water Department. The Royal Street West Waterline Replacement project involves the design and replacement of an existing waterline located on Royal Street West. The project scope includes preparation of construction plans, technical specifications, and construction cost estimates necessary to support the bidding and construction phases of the waterline replacement. The document serves as a project information sheet within a larger Request for Statement of Qualifications (RSOQ) for 2027 Water and Stormwater Design Engineering Services, which encompasses six Water Department Capital Improvement Program (CIP) projects requiring professional engineering design services.
The exhibit provides detailed project-specific information that prospective design engineering firms must review and consider when submitting qualifications for the overall RSOQ. The Royal Street West Waterline Replacement represents one component of the broader 2027 design engineering services solicitation, and firms responding to the RSOQ must demonstrate capability in delivering the planning, design, specifications, and cost estimation services outlined for this and the other identified CIP projects. The document establishes the technical requirements and project parameters that selected design engineers will be expected to fulfill during the contract term.

EXHIBIT C – ROYAL STREET WEST WATERLINE REPLACEMENT PROJECT
PROJECT INFORMATION SHEET
The Royal Street West Waterline Replacement Project consists of the replacement of approximately 1,500 linear feet of existing 10-inch waterline along Royal Street. The final alignment and configuration shall be developed by the Design Professional in coordination with PCMC.
Item Project Information Project Limits Royal Street – see Project Map Approx. Length ± 1,500 LF Existing Waterline 10-inch [PVC/Permastrand/Ductile Iron] Anticipated Replacement 10-inch [C-900 PVC] Existing Connections Approx. 11 Water Services Approx. 10 Hydrants/Appurtenances Approx. 5 Hydrants & 1 PRV Construction Phasing None Survey Required Geotechnical Investigation Required Mining-Impacted Soils Not Anticipated Stormwater Improvements Not Required Fiber Improvements Yes – Fiber Conduit installed in water mainline trench Outside Agency Coordination SBWRD
Project-Specific Design Considerations
• Evaluate temporary above-ground water connections or other means of maintaining water service during construction.
• Coordinate with Snyderville Basin Water Reclamation District (SBWRD) regarding existing sanitary sewer infrastructure and potential utility conflicts.
• Subsurface bedrock conditions may be encountered within portions of the project area and shall be considered during design.
• Fiber conduit shall be incorporated within the mainline trench as identified above. Fiber junction/pull boxes shall be provided along the proposed fiber alignment at appropriate intervals and locations to facilitate installation, pulling, and future access. The number, size, and final locations of junction/pull boxes shall be determined during design in coordination with PCMC.
PCMC-Provided Information: Water GIS data; available record drawings; known water service and appurtenance information.
