About this file

This is a Project Information Sheet for the Woodside/Norfolk/Sampson Waterline Replacement Project, a water infrastructure design engineering initiative under the Utah State Local Contract Opportunity for 2027 Water & Stormwater Design Engineering Services. The project consists of approximately 3,800 linear feet of transmission and distribution waterline replacement divided into two independently constructible phases: an On-Site segment of approximately 2,200 linear feet along Norfolk Avenue and Sampson Avenue, and an Off-Site segment of approximately 1,600 linear feet traversing gravel fire/access roads and mountainside terrain. The On-Site segment involves replacing existing 6-inch and 10-inch ductile iron lines with 10-inch or 12-inch C900 PVC pipe using open-cut construction methods, with approximately 50 water services, 6 existing connections, and 4 hydrants/appurtenances requiring coordination. The Off-Site segment involves replacing existing 10-inch ductile iron transmission line with 10-inch or 12-inch C900 PVC pipe using primarily trenchless/bored installation methods, with approximately 2 water services and 3 existing connections. Both segments require survey and design work; the Off-Site segment requires geotechnical investigation.

Key design considerations for the On-Site phase include consolidating parallel waterlines on Norfolk Avenue into a single replacement line, maintaining water service continuity during construction through sequencing and temporary service measures, and coordinating with Snyderville Basin Water Reclamation District due to constrained right-of-way conditions with existing sanitary sewer infrastructure. The Off-Site phase requires evaluation and development of trenchless/bored installation methods suitable for mountainside terrain. Final pipe sizing is pending water system modeling to be coordinated with Park City Municipal Corporation during design. Design and bid documents shall be organized by phase to provide PCMC flexibility to bid and award individual phases or the entire project based on bid results, available funding, and priorities. Park City Municipal Corporation will provide water GIS data, available record drawings, known water service and appurtenance information, and applicable water system modeling results.

EXHIBIT B – WOODSIDE / NORFOLK / SAMPSON WATERLINE REPLACEMENT PROJECT

PROJECT INFORMATION SHEET

The Woodside / Norfolk / Sampson Waterline Replacement Project consists of approximately 3,800 LF of transmission and distribution waterline replacement divided into two distinct segments:

On-Site and Off-Site, as generally shown on the attached Project Map. The segments have different existing conditions, proposed pipe materials, and anticipated construction methods. Final pipe sizing is pending water system modeling and shall be coordinated with PCMC during design.

Construction Phasing & Bidding Intent

The On-Site and Off-Site segments shall be developed as distinct construction phases. Each phase shall constitute a logical and independently constructible portion of the overall project. Design and bid documents shall be organized by phase to provide PCMC flexibility to bid and award an individual phase or the entire project based on bid results, available funding, and project priorities.

Construction cost estimates shall separately identify the estimated cost of each phase and the overall project.

Project-Specific Design Considerations

• On-Site – Parallel Waterlines: A portion of Norfolk Avenue currently contains two parallel waterlines. The replacement design shall consolidate these into a single new waterline and reconnect existing water services and system connections currently served by both lines.

• On-Site – Water Service Continuity: Maintaining water service to existing customers during construction is a significant project consideration. The design shall evaluate construction sequencing, temporary water service, and/or other measures necessary to minimize service disruptions.

• On-Site – Sewer Coordination: Coordinate closely with Snyderville Basin Water Reclamation District (SBWRD). Norfolk Avenue has a constrained roadway/ROW with existing sanitary

sewer infrastructure in the same corridor, requiring careful evaluation of utility separation, conflicts, and constructability.

• Off-Site – Trenchless Construction: The Off-Site segment generally traverses gravel fire/access roads and naturally vegetated mountainside. Trenchless/bored installation is anticipated for a substantial portion of this segment and shall be evaluated and developed as part of the design.

PCMC-Provided Information: Water GIS data; available record drawings; known water service and appurtenance information; and applicable water system modeling results.
