About this file
Exhibit D: Four Lakes Waterline Replacement Project
This exhibit document pertains to the Four Lakes Waterline Replacement project, a component of the Utah Water Department's Capital Improvement Plan (CIP) for 2027 water and stormwater infrastructure design engineering services. The document provides detailed project specifications for the waterline replacement initiative in the Estates Phase II area, including engineering design requirements, technical parameters, and project scope delineation. The exhibit serves as supporting documentation for the Request for Statement of Qualifications (RSOQ) for professional design engineering services, which encompasses preparation of construction plans, technical specifications, and construction cost estimates. This project represents one of six Water Department CIP projects requiring comprehensive engineering design services and related deliverables as specified in the RSOQ package.
The Four Lakes Waterline Replacement project requires professional engineering design services to develop plans, specifications, and cost estimates necessary for the proposed waterline infrastructure work. The project documentation establishes the technical framework and site-specific requirements that design engineers must address in their proposals and subsequent service delivery. As part of the broader 2027 Water and Stormwater Design Engineering Services procurement, this project is subject to the qualification standards, evaluation criteria, and contractual terms outlined in the primary RSOQ documents and related project information sheets provided by the Utah Water Department.

EXHIBIT D – ESTATES PHASE II & FOUR LAKES WATERLINE REPLACEMENT PROJECT
PROJECT INFORMATION SHEET
The Estates Phase II & Four Lakes Waterline Replacement Project consists of the replacement of approximately 6,000 LF of existing 8-inch ductile iron waterline along Estates Drive and Four Lakes Drive. The project is anticipated to be divided into two construction phases as generally shown on the attached Project Map. The final alignment, connection locations, and phase limits shall be developed in coordination with PCMC.

Construction Phasing & Bidding Intent
The project is anticipated to consist of two construction phases generally shown on the attached Project Map. Each phase shall constitute a logical and independently constructible portion of the overall project. The Design Professional shall evaluate and refine the proposed phase limits in coordination with PCMC.
The design and bid documents shall be organized by phase to provide PCMC flexibility to bid and award an individual phase or the entire project based on bid results, available funding, and project priorities. Construction cost estimates shall separately identify the estimated cost of each phase and the overall project.
Project-Specific Design Considerations
• Evaluate temporary above-ground water connections or other means of maintaining water service during construction.
• Coordinate with Snyderville Basin Water Reclamation District (SBWRD) regarding existing sanitary sewer infrastructure and potential utility conflicts.
• High groundwater conditions may be encountered within portions of the project area and shall be considered during design.
PCMC-Provided Information: Water GIS data; available record drawings; known water service and appurtenance information.
