About this file
This is Amendment A00006 to Solicitation 75H701-25-R-00002 for the Parker Duplex Quarters project issued by the Indian Health Service Division of Engineering Services in Seattle. The amendment provides a response to pre-proposal inquiry #36 and corrects Amendment A00005's SF30 Block 14 text.
The amendment specifically addresses contractor use of an existing 4" waterline during construction, confirming that contractors may connect to the existing line along the street. Key requirements include installing a hot tap with tapping sleeve and gate valve since no shutoff valves exist nearby, as well as installing a backflow prevention valve. While the Indian Health Service will pay for construction water usage through CRIT (Colorado River Indian Tribes) utility, contractors must coordinate with CRIT's point of contact Lorena Delgado regarding connections and potential fees. The amendment has an effective date of December 18, 2024, and the solicitation's original date was November 18, 2024.

36. Revised response to Question 27 & 33
Can contractor use existing 4” waterline at street during construction?
COR Contractor may use utility water by connecting to the existing 4” water line running along the street.
Note that a “hot tap” using a tapping sleeve and gate valve will be required, as there are no shutoff valves in the immediate area. Contractor must also install a backflow prevention valve to prevent contaminated water from flowing back into the main water supply.
Notify local utility (CRIT) and adhere to any guidance they may issue. The Indian Health Service has agreed to pay for the construction water, so CRIT should not bill for the water, and may not require installation of a water meter, but may charge a connection fee.
The CRIT point of contact is Lorena Delgado at (928) 669-2121 or crit.utilities@crit-nsn.gov.

Contractor may use utility water by connecting to the existing 4” water line running along the street.
Note that a “hot tap” using a tapping sleeve and gate valve will be required, as there are no shutoff valves in the immediate area. Contractor must also install a backflow prevention valve to prevent contaminated water from flowing back into the main water supply.
Notify local utility (BIA) and adhere to any guidance they may issue regarding water use and metering. As the Indian Health Service is paying for the water, it is likely that BIA will only charge a connection fee.
