Reference Drawing, Spec, Page COMMENTS POC IHS Approved Response

Amendment A00001 dated 12/01/2024

1. Within the specs is list Division 11 as “Not Used” and the interior elevations call out appliances but refer me to the “FFE Package” which I can not find in any of the documentation provided. Are the appliances to be furnished and installed by the owner?

COR Yes, all work pertaining to the FFE Package will be procured outside of this solicitation and resulting contract.

2. The 150 day performance period is extremely short for a project of this magnitude. A project of this size will take at a minimum 6 months (180 days) to complete onsite. That time does not include the time it will take for pre construction submittals. We’d like to request an extension to the performance period to at least 240 days. If that is not an option, when does the IHS anticipate issuing NTP for this project? Could we request a delayed NTP to ensure that this project is completed within the performance period? For example, we have had Federal Customers issue partial NTP’s to get the pre construction submittals completed, then an NTP right before construction begins.

COR/

CO

Amendment A00001 extends the period of performance from 150 to 240 calendar days.

3. Is it a requirement for a Joint Venture company to have completed past projects together, or is it acceptable to have one member of the Joint Venture to have the past performance history to meet the requirements for the project’s bid?

CO Reference L.12, (1) VOLUME I - TECHNICAL PROPOSAL, FACTOR 1: Specialized Experience, (c) “If the Offeror is a Joint Venture (JV), relevant experience should be submitted by that JV entity. If the JV does not have shared experience, projects shall be submitted for each JV partner relevant to their overall JV partnership.

Offerors who fail to submit experience for all JV partners may be evaluated as “UNACCEPTABLE.”

4. A5.0 Detail 3/A5.0 calls for wood trim, there is no spec section for finish carpentry or any call out on the door schedule to be able to quote a product. Can you please provide a spec for the wood trim associated with this detail?

COR/

BWS

Wood door casing trim to be paint grade solid pine (or equal), 2 ½” width, standard profile to be selected during submittal review.

5. A5.0 & Spec 092900

COR/

BWS

Drywall may be terminated with J trim per Spec Section 092900. In addition, interior face of door frame may be aligned with face of drywall during installation.

6. A5.0 & Spec 074600

Details on A5.0 are absent of a head flashing detail for all fenestrations within the fiber cement section. Is it to be understood that only the sill will receive the flex paper waterproofing prior to install and no head flashing is to be installed at these areas?

COR/

BWS

Openings in exterior walls with fiber cement panels shall be fully flashed per Spec Section 074600 and fiber cement panel manufacturer’s standard details.

7. A5.0 & Spec 074600

Details on A5.0 do not provide a termination detail for siding around exterior doors, is it understood that the edge of the siding boards are the be left exposed to field of view, and there is no revel around the doors and caulking is the only point of waterproofing to finish the install?

COR/

BWS

All “exposed” ends to be captured by furnishing and installing metal trims called out in Spec Section 074600 and according to manufacturer’s details.

COR/

BWS

Tyvek may be used at all areas requiring sheet air barrier. This is not required at EIFS surfaces, as the EIFS has its own fluid applied air barrier.

33. Revised response to Question 27

Can contractor use existing 4” waterline at street during construction?

COR Contractor may use utility water by connecting to the existing 4” water line running along the street.

Note that a “hot tap” using a tapping sleeve and gate valve will be required, as there are no shutoff valves in the immediate area. Contractor must also install a backflow prevention valve to prevent contaminated water from flowing back into the main water supply.

Notify local utility (BIA) and adhere to any guidance they may issue regarding water use and metering. As the Indian Health Service is paying for the water, it is likely that BIA will only charge a connection fee.

34. P4.1 Answer in Addendum #3 (Question 30 above) did not provide missing detail requested. There is no spec called out for a folding seat on P-4/ P4.1.
