About this file

This Notice of Intent to Award (NOI) document, issued by the Nevada State Purchasing Division under the Department of Administration, identifies the Law Office of Miriam E. Rodriquez as a selected vendor for contract negotiations on solicitation 74BAI-S3305 for an Alternative Dispute Resolution Referee/Arbitrator Panel. The Nevada Real Estate Division seeks to establish a panel of qualified arbitrators and referees to handle residential property and homeowner association dispute claims in compliance with Nevada Revised Statutes and homeowner association governing documents. Mandatory qualifications for vendors include an active Nevada State Bar License, a minimum of two years of Alternative Dispute Resolution experience, and willingness to conduct hearings in parties' geographic locations. The proposal evaluation process has been completed, and contract negotiations are contingential upon reaching final agreement on contract terms. The anticipated contract term is four years, subject to Board of Examiners approval.

Contractors will be compensated on a structured hourly rate schedule, with arbitration hearings priced at up to $300 per hour ($150 per party) and referee assignments subsidized at a maximum of $200 per hour and $1,000 per assignment, with monetary awards capped at $7,500 and attorney's fees not permissible. The State does not guarantee a minimum service volume and will process subsidy payments within 60 days of invoice receipt. Additional contract requirements include completing assignments within 60 days of claim filing, issuing written decisions within 30 days of hearing conclusion, maintaining an updated curriculum vitae on the Division's website, and ensuring all state data is maintained within the United States with appropriate encryption. The procurement includes no specific set-aside designations for disadvantaged enterprises. This NOI is not a final award notice; a Notice of Award will be posted on nevadaepro.com once a final contract is executed.
