About this file

This is a Notice of Intent (NOI) to award a contract issued by the Nevada State Purchasing Division, Department of Administration, on behalf of the Nevada Real Estate Division within the Business and Industry agency. The document indicates that the State has completed its initial evaluation of Solicitation 74BAI-S3305 for an Alternative Dispute Resolution Referee/Arbitrator Panel and has selected Blackacre Mediation Services for contract negotiations. The solicitation seeks to establish a panel of qualified arbitrators and referees to handle residential property and homeowner association dispute claims in accordance with Nevada Revised Statutes. Mandatory qualifications include an active Nevada State Bar License, a minimum of two years of ADR experience, and willingness to conduct hearings in parties' geographic locations. The proposal submission deadline was October 30, 2025, with questions due by October 20, 2025. The proposed contract term is four years, subject to Board of Examiners approval, with no specified renewal options mentioned in this document.

Compensation is structured on a rate schedule with arbitration hearings priced at up to $300 per hour ($150 per party) and referee assignments subsidized at a maximum of $200 per hour and $1,000 per assignment, with monetary awards capped at $7,500 and attorney's fees not permissible. The solicitation contains no specific set-aside designations for disadvantaged enterprises. Contractors must complete assignments within 60 days of claim filing and issue written decisions within 30 days of hearing conclusion. The Division does not guarantee a minimum service volume and will process subsidy payments within 60 days of invoice receipt. All vendors must be registered on nevadaepro.com, hold a Nevada business license, maintain active SAM.gov registration, and agree not to boycott Israel. The Notice of Intent is not a final Notice of Award; contract negotiations remain confidential until a Notice of Award is formally issued.
