This is a Notice of Intent to Award issued by the Nevada State Purchasing Division, Department of Administration, on behalf of the Business and Industry Nevada Real Estate Division. The document identifies Law Offices of Donald E. Lowery PLLC as the selected vendor for contract negotiations to establish an Alternative Dispute Resolution (ADR) Referee/Arbitrator Panel. The panel will handle residential property and homeowner association dispute claims in accordance with Nevada Revised Statutes and governing documents. The solicitation (74BAI-S3305) requires vendors to hold an active Nevada State Bar License, possess a minimum of two years of ADR experience, and conduct hearings in parties' geographic locations. The anticipated contract term is four years and remains subject to Board of Examiners approval. Joel Wixon, Purchasing Officer II, serves as the single point of contact for all vendor communications.

The compensation structure provides arbitration hearings at up to $300 per hour ($150 per party) and referee assignments subsidized at a maximum of $200 per hour and $1,000 per assignment, with monetary awards capped at $7,500 and attorney's fees not permissible. Contractors must complete assignments within 60 days of claim filing and issue written decisions within 30 days of hearing conclusion. The Division does not guarantee minimum service volume and will process subsidy payments within 60 days of invoice receipt. Mandatory vendor requirements include registration on nevadaepro.com, an active Nevada business license, active SAM.gov registration, and compliance with data encryption requirements with all state data maintained within the United States. This Notice of Intent indicates that award of a contract is contingent upon successful negotiation of final contract terms, with a formal Notice of Award to be posted upon completion of negotiations.
