About this file
This document is an Application Packet for Referee/Arbitrator Contracts issued by the State of Nevada, specifically through the Office of the Ombudsman for Common-Interest Communities and Condominium Hotels. The contract seeks to establish a panel of qualified Referee/Arbitrators to handle alternative dispute resolution (ADR) claims related to residential property disputes, homeowner association issues, and assessment procedures. Contractors must possess an active Nevada State Bar License, have at least two years of ADR experience, and be willing to conduct hearings within the geographic location of the parties. The contract term appears to align with the state's fiscal year (July 1 through June 30), with contractors potentially being asked to attend up to 4 hours of instruction annually.
Pricing for services is structured with specific rate limitations: for Arbitration Hearings, contractors can charge up to $300 per hour ($150 per party), while Referee Assignments are subsidized by the Division with a maximum of $200 per hour and $1,000 per assignment. Monetary awards are capped at $7,500, and attorney's fees cannot be awarded. The Division will process subsidy payments within 60 days of receiving the contractor's invoice, with no guaranteed minimum volume of services. Contractors are required to complete assignments within 60 days of claim filing, issue written decisions within 30 days of hearing conclusion, and maintain an updated curriculum vitae on the Division's website. The contract emphasizes neutrality, requiring contractors to disclose any conflicts of interest within three days of assignment.
