About this file
This is Amendment 002 to Solicitation No. 70Z08526QLREP0012 for dry-dock and repairs of CGC Alex Haley (WMEC 39), issued by the U.S. Coast Guard's Surface Forces Logistics Center on February 24, 2026. The amendment provides clarifications to contractor questions regarding work scope, preservation requirements, optional work items, specification discrepancies, and personnel berthing requirements. The contracting office is located at Building 55, 2nd Floor, Coast Guard Alameda Base, Alameda, CA 94501, with Valerie Rivera-Chase identified as the contracting point of contact.
Key clarifications include: (1) approximately 30-40 square feet of coating repair required on the underside of each bridge wing per SFLC Standard Specification 6310 and Navy/NAVSEA standards; (2) five work items designated as optional—Work Items 9, 10, 22, 37, and 44 (Hull Plates Repair, U/W Body Hull Preserve Full, Potable Water Tanks Preserve 100%, Rudder Stock Remove/Inspect/Repair, and SSDG Install/Test)—to be priced accordingly with awards contingent on inspection results or fund availability; (3) contractor access for ship checks available from February 26, 2026 to March 4, 2026; (4) corrected Critical Inspection Records (CIR) table identifying nine work items with CIR requirements; and (5) confirmation of a 12-man duty section requirement, eliminating the need for separate male and female berthing allocations. The revised specification, Rev. 0-3 dated February 18, 2026, must be used for quote submissions. All other solicitation terms and conditions remain unchanged.

AMENDMENT NO. 002
The purpose of this amendment is as follows:
1. The response to the following Request for Clarifications is as follows:
QUESTION: Section/Work Item Number: D-006; Paragraph Number, if applicable:
para 3.6.1. This paragraph directs coatings repair for underside of bridge wings and platforms but does not specify the extent of preservation required for either. Will USG clarify the preservation requirements for this paragraph, and also define and identify the platforms in question?
ANSWER: There will need to be approximately 30-40 square feet renewed underside each side of the bridge wings. Directive on executing the partial preservation is defined by SFLC Standard Specification 6310 and Navy/NAVSEA Standard.
SFLC Standard Specification 6310 directive:
As defined by Navy/NAVSEA Standard, coating repair is any preservations, whose levels are more than touch ups (i.e. < 10 sqft/spot and < 10% of all area) and less than partial preservations (i.e. partial layers of whole/all areas).
QUESTION: Section/Work Item Number: D-008 and -010, and D-021 and -022 Paragraph Number, if applicable: N/A. The above pairs of items are all presumed to be definite items as none are identified as optional in the Rev-2 specification and associated
AMENDMENT NO. 002
price schedule, but KTR expects at least the Preserve (100%) tasks to be priced as optional.
Will USG clarify how these items should be priced by KTR in the updated pricing schedule?
ANSWER: The optional work items are as follows:
- Work Item 9: Hull Plates (U/W Body), Repair
- Work Item 10: U/W Body hull, Preserve (Full)
- Work Item 22: Tanks (Potable Water), Preserve (100%)
- Work Item 37: Rudder Stock Remove, Inspect, & Repair
- Work Item 44: Ship’s Service Diesel Generator (SSDG), Install and Test
Optional items may be awarded if inspection reports reveal the necessity for activation, or if funds are made available, at the price proposed in the Contractor’s quote. Optional items shall be awarded by written notice to the Contractor through issuance of a Task Order, Modification of a pre-existing Task Order using a contract modification (SF-30), or other methods set forth in this solicitation. Transmission of these documents to the contractor via e-mail is authorized; for purposes of determining the exact time of e-mail transmission, the time, date, and year of transmission automatically applied to the e-mail and/or the e-mail transmission record of transmission at the contracting office shall govern. Evaluation of the Optional items shall not obligate the Government to award any Optional Items work.
QUESTION: Section/Work Item Number: D-044; Paragraph Number, if applicable: paras 3.1.4, 3.4.2. Para 3.4.2 directs a ship check prior to making an access cut but KTR was notified the vessel is deployed throughout the proposal period and therefore unavailable for a ship check. Will USG make the vessel available for a ship check prior to the proposal due date?
Answer: The contractor(s) will have access to conduct a ship-check from 26 February 2026 to 04 March 2026.
QUESTION: Section/Work Item Number: Multi Paragraph Number, if applicable: Various.
KTR has identified the following specification discrepancies with regards to CIRs.
Will USG clarify?
Work Item 10 Not in CIR list but has CIR in 3.1.1 for 3.4.4 "post-surface preparation inspection and cleaning" but the task 3.4.4 has a "CFR"
AMENDMENT NO. 002
Work Item 16
3.1.1 has CIR for task 3.7 but the task 3.7 has "CFR"
Work Item 17
3.1.1 has CIR for task 3.7 but the task 3.7 has "CFR"
Work Item 28 In 25% CIR list but no CIR in work item
Work Item 30 In 25% CIR list but no CIR in work item
Work Item 31 In 25% CIR list but no CIR in work item
Work Item 36
3.1.1 says CIR is for 3.4 Upper Rudder Bearing Inspection. The CIR is in task 3.4.4.2 under "Reverse Engineer the Upper Sliding Bearing" which is submitting CIR for test result, not inspection.
Work Item 37 Not in 25% CIR list. 3.1.1 has CIR for 3.9 and 3.11. Tasks 3.9 and 3.11 have "CFRs."
Answer: Below is the updated table for CIRs. Attachment 2 – Specification-Alex Haley DD Rev3 reflects these updates.
Work Item Title
6 Superstructure Stack and Hangar, Inspect
7 U/W Body, Inspect
19 Voids (Non-Accessible), Leak Test
24 Propulsion Shaft Coating, Inspect and Repair
27 Propulsion Shaft Bearings (External), Check Clearances

Prospective offerors are advised to utilize this specification during submission of quotes in response to this solicitation.
