After this date and time, further requests may not be accepted or answered due to time constraints. Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the solicitation closing date. Questions/concerns will be compiled and addressed on a Standard Form 30, Amendment of Solicitation, and will be posted via http://SAM.gov for viewing by all potential Offerors.
c. The answers to the following Request for Clarifications are as follows:
QUESTION: Section/Work Item Number: Solicitation Section 3; Paragraph Number, if applicable. After reading the solicitation section 3, it is unclear if this solicitation is geographically restricted or if it is full and open to small businesses. Please clarify if a small business shipyard outside District 17 can bid this solicitation.
Answer: There was insufficient prospective offeror responding to the sources sought notice posted through SAM.gov to meet the requirement of Section 8220 of the 2021 National Defense Authorization Act (NDAA). Therefore, USCG SFLC LREPL & Contracting Office issued this requirement as a 100% Small Business Set-Aside outside District 17 of the State of Alaska.

Per specifications Rev 3 published 2/24, several items have been identified as OPTIONAL. Does the Government intend to provide a revised Bid Pricing sheet to separate Definite and Optional items for evaluation purposes? Or should bidders use the price sheet from Amendment 001?

the work items will be made by issuance of a Task Order against the Base Contract. QUESTION: Proposal Questions And Submission Deadlines; Paragraph Number, if applicable. Respectfully request an extension of time of two weeks for questions and bid submittal. This would allow time for review of forthcoming Government responses, determination of revised ship check dates, dissemination and review of any ship check Q&A, review of missing reference information, and receipt and review of extensive OEM subcontractor information and Technical Representative documentation crucial to bid pricing that remains outstanding.
Answer: See paragraph above in reference to the extended due date.
QUESTION: Section/Work Item Number: 15; Paragraph Number, if applicable: 3.4.4.
Section appears to have a typo or omitted information. Is the intent to blast all remaining ground tackle to SSPC-SP10? Or does the lack of specific items indicate no ground tackle is to be blasted to SP10?
ANSWER: Requirement is to blast to clean rust on ground tackles and other remaining preserved components in accordance with SSPC-SP 1- (WAB)/NACE WAB-2 or SSPC-SP 10/NACE No. 2.
Water will help remove soluble salt but leave some flash rust/stain. Prepped surfaces must be painted within 24 hours.
