The purpose of the amendment is as follows:
a. Due to the answers on the Request for Clarifications below, the specification has been revised and a copy of the specification is an Attachment to this amendment. USCGC ALEX HALEY (WMEC 282) SPECIFICATION FOR DRYDOCK REPAIRS FY2026, REV. 05, dated 05 March 2026 will be utilized for this requirement.
b. The answers to the Request for Clarifications are as follows:
QUESTION: Section/Work Item Number: WI-36, Paragraph Number, if applicable,
3.3. In order to work on this item, optional item 37 must be authorized. There are no references listed on this work item that show the upper rudder carrier bearing (i.e.
how it is designed to work, dimensions, or types of materials needed). Without references contractor does not know how to repair. Provide references showing carrier bearing details, or provide a change request for repairs after initial inspections. On the Rudder & Stock Drawing 519-001 Rev D, it states that the bearings were manufactured by Donkin & Co. LTD and referenced a Drawing – Main Deck Plan 2670558, is this drawing available? Page 197, Paragraphs 3.4 through 3.4.3, is the Contractor to assume that the replacement if needed to the upper rudder stock bearings would be the subject of a change order?
ANSWER: All work items listed in Attachment 1 – Schedule of Prices will be priced separately. US Coast Guard will activate the work items that will be executed at the time the Task Order is obligated. Work Items that are considered Optional Items may be awarded if inspection reports reveal the necessity for activation, or if funds are made available, at the price proposed in the Contractor’s proposal. Therefore, Work Item 37 will be activated if deemed necessary by the US Coast Guard.
This drawing is not available. The only information we have about this component is included in the reference section of the work item. Instructions are provided in paragraph 3.4.4 of Work Item 36 to reverse engineer the necessary components.
This is part of the baseline specification.
Replacement of the upper rudder stock upper bearing insert is discussed in paragraph 3.9 of Work Item 37. It will be a definite item, and reverse engineering this component is part of the baseline specification.
Amendment 005
QUESTION: Section/Work Item Number: WI-18, Paragraph Number, if applicable:
3.2.1. What is the total volume of the non-accessible voids? Please answer in gallons or cubic feet.
ANSWER: Older/Existing Spec and CG Dwgs of Alex Haley are missing, unclear, and/or ineligible. Therefore, exact/accurate answers cannot be provided. The Contractor must determine and/or estimate by themselves.
FYI : For WMSL, Flush/Float Coat Fluids used ~ 50 Gallons
Alex Haley is smaller than WMSL, and Her Size is ~ 3/4 of WMSL.
Therefore, Flush/Float Coat Fluids used is ~ 36 Gallons. (or ~ < 40 Gallons)
QUESTION: Section/Work Item Number: WI-37 Paragraph Number, if applicable
3.7. The material callout is for MIL S 23284, Class 1 for the rudder stock, this material is not common in the ship repair industry. Contractor knows no sub-contractor that is USCG/ABS approved to carbon steel weld repair this material.
Would 308/309 stainless steel clad welding be acceptable? Page 207, paragraphs
3.9 through 3.9.4, is the Contractor to assume these paragraphs pertain to replacing the upper rudder stock bronze bearing bushings and not the carrier Vee plates?
There are many different types of bronzes with different costs and availabilities of the bronze materials. Can the Coast Guard tell the Contractor what bronze material is preferred? Is there any drawings available to tell the Contractor the OD and ID and length of the upper bearings? Page 209, Paragraph 3.14.7, Could the Coast Guard tell the Contractor what Type and size the zincs are on the bottom of the rudder blades are and how many zincs per rudder.
ANSWER: MIL-STD-2191A referenced in paragraph 3.7.2 lists the acceptable clad weld materials and processes. Do not use the stainless clad weld option that is listed in MIL-STD-2191A.
These instructions are for the insert of the carrier bearing shown in Figure 2. The carrier Vee plates are addressed in Work Item 36
Paragraph 3.9.2 requires a test to determine the material of this bearing. The only drawings available for the rudder stock system are listed in Section 2. REFERENCES.
Amendment 005
These zincs are not shown in any drawing. For bidding purposes, assume that the zincs meet the requirements to the table below and are similar to the zincs specified in Work Item 39

QUESTION: Section/Work Item Number: WI-31, Paragraph Number, if applicable.
On Page 172, paragraph 1.1, it states to inspect and perform maintenance on the servo pumps but does not mention what is to be done on the pumps in the rest of the Item. Can the Coast Guard tell the Contractor what is to be done on the servo pumps? On page 174, paragraphs 3.6 through 3.6.3 it talks about the servo pump motors and what is to be accomplished with the motors and check the alignment to the pumps.
ANSWER: The body of this work item contains all of the necessary maintenance for this work item.
QUESTION: Section/Work Item Number: WI-32 Paragraph Number, if applicable.
If the Contractor finds that any valve that is beyond overhauling, that the Coast Guard will agree that replacement of a valve or valves beyond overhauling shall be the subject of a change order? Page 183, paragraph 3.9 Waster Pieces Renewal, is the Contractor to assume that all of the valves in Table 1 and Table 2 have waster pieces? Is the Contractor only to include in its price to renew the overboard valve waster pieces?
ANSWER: If a valve is beyond overhauling because of damage to the valve, then the Contractor must submit a CFR. The Coast Guard will determine whether or not a change order will be issues.
Note that the Contractor can propose renewing any valve slated for overhaul per paragraph 3.6. This proposal would be at the Contractor’s convenience. The USCG will not require the Contractor to renew a valve scheduled for overhaul under the provisions in paragraph 3.6 if the valve is too badly damaged to be overhauled.
Only the valves with an asterisk in the “Type” column in Table 1 and Table 2. have waster pieces. The Contractor is expected to renew these waster pieces.
Amendment 005

QUESTION: Section/Work Item Number: WI-43 Paragraph Number, if applicable.
I apologize for having to ask for clarification on what is in the scope. I may get some better idea once we have photos, but does this quote need to include replacing the runs of copper as well as valves or TXV, pressure regulators, strainers, etc? Work item 43 states that government furnished 2 condensing units. It also states in
3.3.1.2 evaporator will require new brackets. I do not see where the evaporators are provided equipment, or what is specified for this installation. I would like some clarification as Item 43 states 2 condensing units, but in the drawing 282-516-030 I am seeing a forward and aft system with 2 condensing units each. I am assuming that as noted in 3.3.2 to use drawing 282-WMEC-503-001. This shows the 2 condensing units that I expect to install.
ANSWER: Please reference Rev-5 specification update to paragraph 3.3.2 to the following:
3.3.2 The Contractor must modify the entire refrigeration system in accordance with CG Dwg 282-WMEC-516-030 and TP 10995 Section 2.
Amendment 005
3.3.2.1. The only GFE provided will be the Carrier refrigeration plant (Piece 1) and the evaporators (Pieces 2, 3 and 4).
3.3.2.2. The Contractor must remove and discard the old refrigerant in accordance with Federal, state and local laws and SFLC Std Spec 0000. Reference TP 3419 for removal of the old refrigerant in the Adrick system.
3.3.2.3. The Contractor must conduct leak testing in Step 9, Section 2 of TP 10995 in the presence of a Coast Guard Instructor. Submit a CFR documenting the completion of this test.
The three evaporators (pieces 2, 3 and 4, CG Dwg 282-WMEC-516-030) are provided as GFE. Their exclusion from the GFE table was an oversight.
There are two skids that need to be installed – one forward and one aft. Each skid has two circuits in it. This is why the diagrams on Sheet 5, 282-wmec-516-030 look like there are 4 systems to be installed, but it is really only two skids.
QUESTION: Section/Work Item Number: WI-24 Paragraph Number, if applicable:
3.2 & 3.3. Contractor has no way to determine what repairs will be required, and the amount of the repairs. Should repairs be subject to a change request? Assuming that the shafts are painted over the shaft coverings (GRP), doesn’t the paint need to be removed completely to inspect and determine the condition of the shaft coverings (GRP)?
ANSWER: Yes, repairs are subject to a change request. Yes, the paint needs to be removed that does not damage the GRP. All repairs need to be conducted per the specification and MIL-STD-2199B.
QUESTION: Section/Work Item Number: WI-11 Paragraph Number, if applicable:
3.4 Freeboard, transom, and flight deck aft coaming preservation 3.4.2 Corrosion removal 3.4.3 Abrading 3.4.6.1 Coating – substrate surfaces.
Regarding 3.4 - Are we correct in our interpretation that the intended scope does not include preservation and painting of the helo net frames?
Regarding 3.4.2 - What percentage of the freeboard surfaces are to be partially preserved to SP-10?
Amendment 005
Regarding 3.4.3 - Is the intended sweep blast to be prepared to an SP-7 standard (rather than an SP-6)? Can these sweep blasted areas instead be prepared to an SP- 3 standard, or is the intent SP-7?
Regarding 3.4.6.1 - Is the intent that only surfaces prepared to an SP-10 standard (in item 3.4.2) be prime coated, or is this to also include the remaining areas prepared in 3.4.3?
Regarding 3.4.6.3 & 3.4.6.4 - Is the intent of 3.4.6.3 that 100% of freeboard surfaces be coated with epoxy polysiloxane, or is this to only be applied to areas partially prepared to SP-10? Is the intent of 3.4.6.4 for 100% of freeboard surfaces to receive a second coat of polysiloxane or is this the only 100% coating application?
ANSWER:
Helo Net Frames are not included for Partial Preservations, but are still Adjacent Surfaces/Components and required Touch-Ups.
~ Less than < 33% of Total Freeboard Areas.
No. WI specify SSPC-SP 6 (WAB)/NACE No.WAB-3, SSPC-SP 6/NACE No. 3, and SSPC-SP 11 (or Equivalent) for Partial Preservation.
(and SSPC-SP 10 (WAB)/NACE WAB-2, SSPC-SP 10/NACE No. 2, and SSPC-SP 11 (or Equivalent) for Corrosion Removal.)

(Required)
Yes. 3.4.6.4 Full coat. is the Second 100% Top Coat of Freeboard Areas.
(Redundant).
QUESTION: Section/Work Item Number: WI-06: Superstructure Stack and Hanger, Inspect Paragraph Number, if applicable:
Amendment 005
1.1 Intent 3.3 Substrate filling and fairing
3.4 & 3.5 3.6.1 Coating repairs
3.6.2 Other miscellaneous surfaces
Regarding 1.2: Intent As written, the intent suggests inspections and isolated repairs while the specifications appear to sugges recoating of large surfaces. Should the intent be expanded to reflect the specifications?
Regarding 3.3: Substrate filling and fairing Are we correct in the following interpretation of the specifications: - We are to randomly identify pits greater than 25% in base metal depth or in way of active corrosion. - Those pits and spots of active corrosion are to mechanically prepped to an SP-3 level prep. - Pits and spots of active corrosion are to be filled with epoxy fairing material. - If more than 4 kits of epoxy filler are necessary (2 gallons), additional labor and material to prepare surfaces and apply filler will be the subject of a contract change. - After application of filler, the filler material is to be faired (sanded) smooth to adjacent surfaces.
Regarding 3.4 & 3.5: Thread inspection and fastener replacement Can the Government provide a count (estimate) of the number of threaded holes and fasteners to be addressed under this specification? Can the Government provide specific regions or areas to where these fasteners need to be addressed?
Regarding 3.6.1: Coating repairs - Do closures include doors and hatches? - Are we correct in assuming that we are only coating surfaces that are exposed to weather? - Please confirm that superstructure preservation (including all componentry) excludes all davits, deck equipment, deck machinery (windlasses, capstans, etc.), and helo deck net framing.
Regarding 3.6.2: Other miscellaneous surfaces - Is this reference intended to apply a finish color coat to the entire superstructure?
ANSWER:
Unnecessary. As DeSpecC/WI Standard, Most WIs incorporate3.N Touch-up preservation (i.e. < 10 sqft/Spots, and < 10% of Total Areas). Although No Major Coating Defects are reported, this WI incorporates and includes Paragraphs and Estimates for 3.6 Preservation (3.6.1 Coating repairs, 3.6.2 Other miscellaneous surfaces, 3.6.3 Touch-up preservation) already.
Amendment 005
Thoroughly inspect/identify Pits/Corrosions on All Substrates of Superstructure Stack and Hangar.
Pits and spots of active corrosion are to be mechanically prepped to SSPC-SP11 or SSPC-SP3. Pits or Avg Corrosions < 25% may be Temporarily Repaired using Epoxy Repairs. Anyhow, Pits or Avg Corrosions > 25% must/should be Permanently Welded Repaired by Clad Wed Repairs/Plate Renewal as Applicable and Convenient via
CFR.
Yes, if more than 4 kits of epoxy filler are necessary (2 gallons), additional labor and material to prepare surfaces and apply filler will be the subject of a contract change.
Yes, after application of filler, the filler material is to be faired (sanded) smooth to adjacent surfaces.
The Contractor must determine and/or estimate by themselves. Expected ~ < ~ 10% of Total Threaded Holes.
Regarding 3.4 and 3.5, these fasteners need to be addressed in All Substrates of Superstructure Stack and Hangar, and Adjacent Components/Surfaces.
Yes. Doors and Hatches are Closures. 3.6.1 Coating repairs. Preserve all exterior and interior surfaces of closures, covers, and coamings.
No we are coating all of superstructure stack and hanger, and adjacent components/surfaces. And some interiors surfaces e.g. closures, covers, and coamings.
Superstructure preservation may include tops of Superstructure Stack and Hangar, and Adjacent Components/ Surfaces (Paints). (As designed by the COR) Deck Machinery, Equipment and Fittings are not included in this WI, but they may be Preserved/Touched-Up together with WIs for Deck Preservations. Helo Deck Net Framing are Touched-Up in WIs for Freeboard Preservations.
Yes, 3.6.2 other misc. surfaces reference is for restoring Color Markings/Coatings on Specifical/Specific Components/Surfaces on Superstructure Stack and Hangar, and Adjacent Components/Surfaces
