The amendment extends the proposal submission deadline to 16 March 2026 at 2:00 P.M. PST, with proposals to be submitted via email to Valerie Rivera-Chase (Valerie.S.Riverachase@uscg.mil) and/or Andrew Jacob (Andrew.G.Jacobs@uscg.mil). The amendment addresses three primary questions and answers: (1) regarding hazardous materials (asbestos and lead paint) locations on the cutter, the Government references Enclosure (1) Asbestos Survey 2025 and Lead Paint Report 2012 and notes that testing, abatement, or encapsulation may be subject to change order; (2) regarding planning documents, optional work items must be included in the Gantt chart to ensure critical path is not affected, with examples provided for Work Items 21 and 22 relating to potable water tank preservation; and (3) clarifying that evaporators (items 2-4 on drawing 282-WMEC-516-030) will be provided as Government-Furnished Equipment (GFE) along with the two carrier condensing units. All other terms and conditions remain unchanged.

After this date and time, further requests may not be accepted or answered due to time constraints. Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the solicitation closing date. Questions/concerns will be compiled and addressed on a Standard Form 30, Amendment of Solicitation, and will be posted via http://SAM.gov for viewing by all potential Offerors.
c. The answers to the following Request for Clarifications are as follows:
QUESTION: Section/Work Item Number: Paragraph Number, if applicable:
Cutter is known to have asbestos and lead paint in certain areas. Can the USCG provide a document of where these hazardous materials are located in the spaces work is to be performed? Will testing of these hazardous materials be subject of change order? Will abatement or encapsulation be subject to a change order?
ANSWER: Please see Enclosure (1) Asbestos Survey 2025 and Lead Paint Number 2012. These are the latest ACM surveys for Asbestos onboard. Despite the age of the lead paint report, the reports should be accurate although could not confirm.

Solicitation No. 70Z08526QLREP012 Dry-dock & Repairs of CGC ALEX HALEY (WMEC 39) Amendment 004 QUESTION: Section/Work Item Number: Amendment 2; Paragraph Number, if applicable:
Question 2. It is understood that all Work Items will be shown on the SOS as provided in Amendment 1, but inspection/decision points will drive “activation” of work items listed in Amendment 2, question 2.
For the Planning Document to be supplied with the proposal, are these “optional” work items to be included in the Gantt chart, or should they be excluded in favor of only showing the planned “definite” items?
Answer: The planning document to be supplied with the proposal should INCLUDE the OPTIONAL ITEMS in the Gantt chart and reflect overlapping work.
For example, including Work Item 21 Tanks (Potable Water), Preserve (Partial) and Work Item 22 Tanks(Potable Water), Preserve (100%) which is an Optional item, both work items should be shown/included in the Gantt bar chart to ensure critical path is not affected, QUESTION: Section/Work Item Number: Item 43. Paragraph Number, if applicable: 1.2,
3.1.9. Section 1.2 lists only the 2ea Carrier Condensing Units as GFE. Section 3.1.9 states that the evaporators, believed to be items 2-4 on dwg 282-WMEC-516-030, would also be GFE. Which is correct?
Answer: Evaporators will be provided as GFE. Items 2-4 on DWG 282-WMEC-516-030 are the evaporators. We anticipated the evaporators coming with the refrigeration unit, although will be providing as GFE.
d. All other terms and conditions cited under the requirement remain unchanged.
