About this file
This document is a Request for Clarification attachment for a U.S. Coast Guard Surface Forces Logistics Center solicitation (No. 70Z08525RLREP0013) for maintenance and replacement work on the USCG Healy vessel. The attachment contains multiple requests for clarification from potential contractors regarding various work items, including sonars, propulsion shafting, hydraulic and lube oil tanks, boilers, and technical representative support.
Key clarifications include government-provided specifications for a UPS system from Eaton, confirmation that the government will provide additional hydraulic and lube oil to fill tanks to 95%, and details about Kongsberg technical representative support during equipment installation. The document also addresses contractor questions about specific drawings, installation procedures, and shift coverage for technical representatives. The solicitation appears to be for a comprehensive ship maintenance and upgrade project, with the government providing significant technical guidance and support materials to potential bidders.

This Question is for USCG to provide all References required to complete this Work Item as written.
Please provide all of the missing References, DWHs, Tech PUBs, & Manuals as they have yet to be received for estimating purposes.
The below statement is informational and is NOT a second question. This has been addressed in RFC #002 dated 10/25/25 .
This delay in providing thr required references to bid for this Work Item will require an extension to the bid due date by two weeks beyond receipt of all required references.
Without the referenced DWGs being provided for estimating purposes we will provide our best case Rough Order of Magnitude pricing that may be subject to change once the required DWGs are provided by USCG.
POP start of 12 January is not in jeopardy.
Answer: All drawings related to Work Item 43 were provided, and no extensions will be granted at this time.

Question Submitted Number: 014 Section/Work Item Number: 14 Propulsion Shafting, Remove, Inspect and Reinstall Paragraph Number, if applicable: 3.2.4.1
Question:
Item 3.2.4.1 requires Jack and Load Cell measurements on the Port and Starboard Main Thrust Bearing, Main Motor Bearing (singular), and Lineshaft Bearing.
Our subcontractor has been performing measurements on the Healy since 2009. On previous projects they have taken readings on the lineshaft bearings only. It is not possible to perform jack and load cell checks on the Main Thrust Bearing as that is not a radial bearing. The Forward Motor Bearing is likely not possible either as there may not be enough space between the bearing and the stator housing to center up a jack under the shaft.
The reason for performing the jack and load cell checks is to validate the strain gage installation. The same strain gages used to calculate the loading on the two motor bearings are also used to calculate the loading on the lineshaft bearing, so logically, if the jack and load cell measurements on the lineshaft bearing correlate with load determined form the strain gage readings (i.e. they validate the strain gage installation), then the strain gages will also provide accurate data for calculating the motor bearing loads.
Please review this information and confirm which bearings require jack and load cell measurements on the two shafts:
1. Forward Motor Bearing (this may not be possible due to space limitations between the bearing housing and Stator Housing).
2. Aft Motor Bearing (this should be possible, but in our opinion is not technically necessary).
3. Main Thrust Bearing (this is NOT possible as there is not a radial bearing inside the thrust bearing housing).
4. Lineshaft Bearing (this is typically the bearing that is used to validate the strain gage installation).
Answer: The recommendations and assumptions outlined shall be addressed via a Condition Found Report (CFR) in accordance with the specification.

Paragraph Number, if applicable: 3.4.4 Table 1
Question: Paragraph 3.4.4 Table 1 lists three tanks: Fuel Oil Storage 5-48-0-F, Fuel Oil Overflow 5-63-3-F, and
Fuel Oil Overflow 5-63-4-F. These tanks are have residual contents emptied, cleaned and gas-freed.
Drawing 420-WAGB_184_14_1 shows the following tanks to be worked in.
F.O. Overflow 5-63-2-F
Waste Oil 5-63-1-F
Contaminated FW Drain Tk 5-72-1-W
F.O. tank 5-48-0-F
Please advise the correct tanks that require draining, cleaning and gas freeing?
Answer: As specified, the contractor is responsible for gas-freeing all necessary spaces to accomplish the work in accordance with SFLC Standard Specification 0000, including the removal of residual liquids and any required cleaning. For bidding purposes, the contractor should refer to the “Tank Contents” column in Table 1 of the specification, which provides the assumed amount of residual fluid in each tank. If required, Additional disposal/removal amounts will be addressed via CFR. Additional disposal or removal amounts will be addressed through the Condition Found Report (CFR) process.
Question Submitted Number: 035
Section/Work Item Number: 43 Sonars, Replace
Paragraph Number, if applicable: 3.1.2.1
Question: Please itemize the support the Government furnished Kongsberg Tech will require from the shipyard.
For example, Will the Kongsberg Rep install the transducers?
Will the Kongsberg Rep make all the terminations to various sonar equipment?
How many Kongsberg Tech Reps will be made available?
If the shipyard works two shifts, will there be adequate coverage of the Tech rep in the night shift.
Will the Kongsberg Rep sign off on the alignment, flatness check and dimensional survey?
1. Will the Kongsberg Rep install the transducers?
No, the Kongsberg Tech Rep will oversee the installation of all EM 304 and SBP 29 components, including the transducers, but will not perform the physical installation themselves.
2. Will the Kongsberg Rep make all the terminations to various sonar equipment?
No, the Kongsberg Tech Rep will oversee the calibration, system testing, commissioning, and certification of the equipment, but the contractor is responsible for facilitating the installation and terminations.
3. How many Kongsberg Tech Reps will be made available?
The specification does not specify the number of Kongsberg Tech Reps provided by the Government. The contractor should coordinate with the COR to ensure adequate support for the required tasks.
4. If the shipyard works two shifts, will there be adequate coverage of the Tech Rep during the night shift?
The specification does not specifically address shift coverage for the Kongsberg Tech Rep. However, the contractor should coordinate with the COR to ensure the Tech Rep is available as needed for critical tasks.
Additionally, 3.1.2.1.1 states The Contractor must provide the COR with at least two-weeks notice before any of the aforementioned steps will take place listed in 3.1.2.1.
5. Will the Kongsberg Rep sign off on the alignment, flatness check, and dimensional survey?
Yes, the Kongsberg Tech Rep will verify the flatness of the cradle installation and oversee the alignment and dimensional surveying tasks as outlined in the referenced manuals. Additionally, the Contractor must provide the services of qualified Tech Rep IAW section 3.1.2.4, who is familiar with the alignment of major equipment and systems.
