Question: Please provide a list of the existing coatings for the underwater hull and all areas to be prepared and coated under Item 36.
Answer: The previous coating system used for the underwater hull was Inerta 160. Areas requiring preservation are outlined in Table 1 of the work item and the contractor is required to submit a CIR for the inspections listed in Section 3.3.3, specifically for post-surface preparation cleaning and inspection.
Question Submitted Number: 006 Section/Work Item Number: 36 Paragraph Number, if applicable: 3.3 & 3.3.2
Question: Paragraphs 3.3 and 3.3.2 state to perform a SSPC-SP 7 (WAB)/NACE WAB-4 and SSPC-SP-11. For estimating purposes, please advise how many square feet to assume for the SP-11Power Tool Cleaning.
Answer: Areas requiring preservation are outlined in Table 1 of the work item and the contractor is required to submit a CIR for the inspections listed in Section 3.3.3, specifically for post-surface preparation cleaning and inspection. The contractor must complete a CIR to identify the condition of the surfaces listed in Table 1. Question Submitted Number: 007 Section/Work Item Number: Multiple Paragraph Number, if applicable: Multiple
Question: Please confirm what the qualification requirements are for the NDT technician in this spec. SFLC Std Spec 0740 allows for NDT technicians qualified by ASNT SNT-TC-1A or ASNT ACCP.
Item 4: Does not specify qualification requirement Item 7: 3.1.2: Specifies ACCP Level 2 or better Item 8: 3.1.2: Specifies ACCP Level 2 or better Item 10: 3.1.2: Specifies ACCP Level 2 or better Item 11: 3.1.2.1.1: Specifies ASNT SNT-TC-1A Level 1 & 2 (has conflicting statements) Item 34: 3.1.2.1.1: Specifies ASNT SNT-TC-1A Level 1 Item 35: 3.1.2.1.1: Specifies ASNT SNT-TC-1A Level 2
The contractor assumes that the intention was to have one-qualification requirements for all the NDT work. ASNT SNT-TC-1A is in-house qualification performed by a Level 3 (industry standard). ASNT ACCP is a level 2 certification administered directly by ASNT (the number of people with this certification are minimal). Since SFLC Std Spec 0740 allows for both ASNT SNT-TC-1A and ACCP, can we consider the SNT-TC-1A level 2 as equivalent to the ACCP certification?
Answer: Based on SFLC Standard Specification 0740, the qualification requirements for Nondestructive Testing (NDT) personnel are outlined in Appendix C, Section C6. The specification explicitly states that NDT personnel must be qualified and certified through one of the following methods:
1. ASNT SNT-TC-1A: Qualification and certification performed in-house by a Level 3 inspector, following the guidelines provided in SNT-TC-1A Table 1A, 1B, 1C, or 1D.
2. ASNT ACCP: Level II certification administered directly by ASNT.
Additionally, All WIs 4,7,8,10,11,34,35 section 3.1.2 has been updated to reflect the requirements for NDE certifications:
3.1.2 Tech Rep. The contractor must provide the services of a certified Technical Representative, holding an ASNT Central Certification Program (ACCP) Level II certification or better, or SNT-TC-TA NDT Level II or better to accomplish the following on site:
• Accomplish the applicable requirements in SFLC Std Spec 0740 Appendix C, Nondestructive Examination (Ultrasonic Inspection).
