About this file
This is a Configuration Standard Technical Order (CSTO) issued by the United States Coast Guard Shore Infrastructure Logistics Center that establishes mandatory requirements for special inspections in civil engineering projects in accordance with Chapter 17 of the International Building Code (IBC). The order was issued on March 12, 2025, by Captain John D. Berry, Commander of SILC, and is designated SILC-CSTO-36-71 91 17 35 11-01. The CSTO applies to all design and construction surveillance personnel involved in civil engineering projects across all category codes except land, with particular emphasis on structural connections, weight handling equipment mounting, and towers. The order clarifies the roles of various parties, substituting federal terminology for IBC provisions by designating COMDT (CG-43) as the Owner and Authority Having Jurisdiction, the SILC Commander as the Building Official, and the general or construction inspection contractor as the Permit Applicant.
The technical requirements modify IBC Chapter 17 by establishing several key provisions: allowing special inspection agencies to serve as subcontractors to construction surveillance or general contractors despite independence concerns; permitting innovative materials and systems if supported by valid evaluation reports from the International Code Council Evaluation Service (ICC-ES); requiring the Engineer of Record to specify required special inspections on project documents; establishing that a Special Inspector of Record (SIOR)—either a licensed professional engineer or ICC-certified inspector—must be retained for structural observation and special inspection work; and mandating that the Engineer of Record determine proof loads per ACI 318-19 for adhesive anchor testing. The RASCI matrix delineates responsibilities across design engineers, technical directors, lead structural engineers, contractors, and construction branch chiefs. The order includes supplemental guidance, appendices with special inspection report templates, and standard drawing blocks, and requires no additional training beyond standard Coast Guard requirements for implementation.

1 OVERVIEW
1.1 Configuration Standard Summary
This Configuration Standard Technical Order (CSTO) emphasizes the need for Special Inspections per Chapter 17, International Building Code (IBC). It clarifies the roles of owner, Authority Having Jurisdiction (AHJ), Building Official (BO), and Permit Applicant. It is issued in response to a High Potential (HIPO) MISHAP that resulted from inadequate design detail and inspection.
1.2 Applicability
This CSTO potentially applies to the design and construction surveillance of all category codes except land, in cases as specified in the IBC. It is especially applicable to structural connections, weight handling equipment mounting, and towers.
1.3 Roles and Responsibilities
The technical authority for this configuration standard is SILC Commander. Table 1-1 enumerates the roles and responsibilities for executing the standards defined in this technical order. The following “RASCI” codes are used:
R = Responsible: Those who do the work (typically only one Responsible per task).
A = Approver: The one ultimately accountable for the deliverable or task (must have only one Approver per task).
S = Supports: Those who provide resources, information, expertise or other assistance in completing of the task. A Supports role indicates more intensive and consistent involvement than just being identified in a Consulted role.
C = Consulted: Those whose opinions are sought (two-way communications).
I = Informed: Those who are kept up-to-date on progress (one-way communication).

2 TECHNICAL REQUIREMENTS
2.1 Organization
The Coast Guard has adopted the International Building Code as the design standard in Chapter 11, Civil Engineering Manual COMDTINST M11000.11C. This CSTO provides modifications to IBC Chapter 17, Special Inspections. It is organized by the same sections found in the IBC, with the following conventions:
[Addition] Indicates an added requirement for USCG projects.
[Deletion] Indicates the language in the IBC should be deleted for USCG projects.
[Replacement] Indicates language that is substituted in the IBC for USCG projects.
[Supplemental] Indicates additional information for interpreting the IBC when applied to USCG projects.
2.2 Modifications to IBC Chapter 17 Special Inspections
2.2.1 Section 1701 – GENERAL
1701.1 – Scope [Supplemental]
The IBC does not contemplate federal ownership of facilities or federal contracting mechanisms. When the USCG advertises a project, it is effectively granting the building permit (not other environmental permits). Hence, when interpreting the code, apply the following substitutions:
“Owner” COMDT (CG-43)
“Authority Having Jurisdiction” COMDT (CG-43)
“Building Official” SILC Commander
“Permit Applicant” The general or construction inspection contractor
2.2.2 Section 1703 – APPROVALS
1703.1.1 – Independence [Supplemental]
In consideration of efficiency, staffing limitations, and contracting workload, it is acceptable for a special inspection agency to be a subcontractor of either the construction surveillance contractor, when used; or of the general contractor when a separate construction surveillance contractor is not used.
1703.4 – Performance [Replacement]
New, unusual, or innovative materials, systems or methods previously untried by the Coast Guard may be incorporated into designs when evidence shows that such use is in the best interest of the Government for reasons of economy, lower life-cycle costs and/or quality construction. Supporting data, where necessary to assist in the approval of material or assemblies not specifically provided for in the code, must consist of valid evaluation reports from International Code Council Evaluation Service (ICC-ES), or other qualified testing and evaluation service with prior approval of the Building Official.
1703.4.1 – Research and Investigation [Deleted}
Delete the paragraph in its entirety.
1703.4.2 – Research Reports [Delete]
Delete the paragraph in its entirety.
2.2.3 Section 1704 – SPECIAL INSPECTIONS AND TESTS, CONTRACTOR
RESPONSIBILITY, AND STRUCTURAL OBSERVATIONS
1704.2.3 - Statement of special inspections [Replacement]
Replace the first paragraph with:
The Engineer of Record shall state any required Special Inspections on the project documents (drawings and specifications). The statement must be in accordance with Section 1704.3. A template for the Statement of Special Inspections may be found in Appendix A.
1704.4.6 – Structural Observations [Replacement]
Replace the first two sentences with:
When special inspections are called for in the project documents, the provisions of Section 1704.6.1 structural observations, must be performed by the Engineer of Record, or their designated representative, who must be a registered design professional.
Structural observation does not include or waive the responsibility for the inspections in Section 110 or the special inspections in Section 1705 or other sections of this code.
1704.7 – Special Inspector of Record [Addition]
When the provisions of Section 1704.6.1 apply, the services of a Special Inspector of Record (SIOR) must be retained by the Contractor as a third-party quality assurance agent, or must be provided by the Government. The SIOR must be either a licensed professional engineer in a state or territory of the project location, and must be involved in the project, and acceptable to the Building Official, and/or an International Code Council (ICC) certified inspector. The SIOR may be the project’s Engineer of Record as well. The SIOR qualifications shall be a submittal under the contract.
1704.7.1 – Duties of the Special Inspector of Record (SIOR) [Addition]
Insert from UFGS specifications (01 45 35 for DBB; 01 45 35.05 for DB)
1704.2 – Final Inspection Report [Addition]
When work requiring Special Inspections is completed and any nonconforming items are resolved to the satisfaction of the Engineer of Record, the Contractor shall notify the SIOR to submit a Final Special Inspection Report to the Contracting Officer, Engineer of Record, and Contractor. The Final Special Inspection Report must attest that the Special Inspection was performed on all work requiring Special Inspections and that any nonconforming work and corrections of all discrepancies were resolved to the satisfaction of the Engineer of Record and Contracting Officer. The Final Special Inspection Report must be signed, dated, and bear the name, seal and signature of the
SIOR.
2.2.4 Section 1705 – REQUIRED SPECIAL INSPECTIONS AND TESTS
1705.3.3 – Adhesive Anchors [Addition]
The Engineer of Record is required to determine the proof load (per ACI 318-19 Section 26.7.1(k)) to be used for field testing, and to indicate the in the construction documents which anchors are considered critical for testing.
