About this file
This is a technical job guide for drawing format and handling standards applicable to United States Coast Guard (USCG) Shore Infrastructure Projects. The document, titled "Drawing Format and Handling (Rev A)" and designated SILC-JG-36-51 73 15-02, establishes comprehensive Computer-Aided Design (CAD) standards based on the Army Corps of Engineers Tri-Service Standards and the National CAD Standards. The guide mandates the use of Autodesk AutoCAD 2018 or later versions with drawings saved in .dwg format, establishes strict layer naming conventions following the discipline-major group-minor group-optional minor group-status field structure, and requires compliance with specific presentation graphics standards including line thickness (ranging from 0.13mm to 0.70mm), line types, and color conventions. All drawings must utilize the standard Named Plot Style (STB) method with the USCG-provided A/E/C_B&W.stb plot style table, and compliance with USCG CAD Standard Template Files is mandatory for all new drawings.
The guide covers critical operational requirements including drawing organization by discipline (General, Hazardous Materials, Survey, Geotechnical, Civil, Landscape, Structural, Architectural, Interiors, Equipment, Fire Protection, Plumbing, Process, Mechanical, Electrical, Telecommunications, and Resource), sheet numbering conventions using five-character identifiers, and detailed specifications for annotation standards, dimensioning, and symbology. Drawings must be submitted with completed USCG CAD Standards Quality Control Checklists and CAD Submittal Forms, with all files uploaded into the Coast Guard Technical Information Management System (CG-TIMS). The document emphasizes that CAD project requirements and standards applicability vary by project level classification (Level 1 for Design-Build projects, Level 2 for small Design-Bid-Build projects, and Level 3 for temporary facilities and small maintenance), with full compliance required at the 100 percent final design deliverable stage. External references (XREFs) must be bound to drawing files using the Insert option prior to submission, and professional stamps and seals must be removed from CAD files before upload to CG-TIMS, with the USCG-provided "As-Built" record drawing stamp to be inserted only at final As-Built Drawing submission.

1 OVERVIEW
Scope This Job Guide defines the detailed processes and procedures in the creation and storage of the shore infrastructure Computer Aided Design (CAD) drawings. The intent of these procedures is to enable consistent development, review, and storage to support sharing resources across the shore infrastructure community. Technical data management, version control, and construction drawings are standardized in the Drawing Standards and Management Configuration Standard Technical Order (CSTO) and elaborated in this Job Guide (JG).
Background In order for the Coast Guard (CG) Shore Infrastructure community to operate efficiently, drawing design standards and handling procedures must be consistent across the Office of Civil Engineering (CG-43) enterprise. Drawings must align with current industry drafting practices and procedures. CG-43 has adopted the United States Army Corps of Engineers (USACE) led Tri-Service Standard, which is a subset of the United States National CAD Standards (NCS).
The National CAD Standards draw from two main NCS documents, the Uniform Drawing System (UDS) and the American Institute of Architects (AIA) CAD Layer Guidelines. The Architecture, Engineering, and Construction (A/E/C) Work Structure is provided by the USACE to offer a common environment to communicate efficiently and effectively across stakeholder offices. This Work Structure has been adapted by the United States Coast Guard (USCG) as necessary to provide additional functionality, improve efficiency, and aid in compliance with the general conventions prescribed in both the A/E/C Standard and NCS.
As both the A/E/C Standard and NCS are intentionally ambiguous in some areas and offer options for implementation, the intent of this Job Guide is to define and detail the adaptation of these standards for USCG Shore Infrastructure Projects and to provide the information necessary for CAD technicians to maintain drawing uniformity, neatness, proficiency, speed, and quality. The CAD Standard adaptations defined in this Job Guide provide conventions and protocols pertaining to drawing layouts, fonts, symbols, details, sections, views, layers, etc.
Drawing naming and storage are also standardized to allow for resource balancing across the entire USCG Shore Infrastructure community.
In addition, the A/E/C template has been modified to include CG-specific information and provide CG templates for various drawing sheet types. Supplemental tool palette tabs have also been added to the A/E/C Work Structure to provide dynamic annotation blocks, layer sets, and other USCG specific blocks. Utilization of the CG templates is paramount to ensure all shore infrastructure drawings are created the same. While the utilization of the CG Tool Palettes is voluntary, it is also paramount to ensure all shore infrastructure drawings are created the same and benefits the CAD Technician in meeting requirements. This Job Guide also provides the necessary information for deployment and use of the CG adaptation of the A/E/C Work Structure.
Familiarization with CAD This document is not intended to be a CAD training guide or user tutorial. It is expected that drawings for USCG Projects will be prepared by experienced CAD technicians and drafters. The standards contained herein generally conform to standards established by authorities in each engineering field (e.g., AIA, Construction Specifications Institute, and American Public Works Association). Users are encouraged to pursue AutoCAD training opportunities to better utilize the program.
Applicability This Job Guide covers the requirements for managing all drawings created or modified in direct support of Coast Guard Shore Infrastructure assets. The standards and conventions included in this Job Guide shall be followed to the greatest extent possible, unless working with legacy files or where certain conditions make complying with a certain convention impracticable.
The CAD Standards defined in this document shall apply to all Coast Guard Shore Infrastructure construction Project Drawings. For Projects not under the jurisdiction of a Coast Guard Civil Engineering Unit (CEU), design teams will need to coordinate with the Contracting Officer and replace USCG CEU logos with the proper logos for the specific detachment or unit. Only CEU logos are used in the USCG CAD Standard Template Files and Title Blocks described and provided in conjunction with this Job Guide.
Section 1.8 “Compliance with USCG CAD Standards” and the referenced quality control checklist included with this Job Guide as B.1 “USCG CAD STANDARDS COMPLIANCE QC CHECKLIST” outline the minimum requirements for conformance with the standards and conventions prescribed herein.
1.4.1 Referenced CAD Standards
There are three sets of CAD standards which apply to all USCG Shore Infrastructure Projects:
1) USCG CAD Standards – Drawing Format and Handling (Rev A) SILC-JG-36-51 73 15-02 (this document) and Drawing Standards and Management CSTO-36-51 73 15-
01. These standards are herein referenced as the USCG CAD Standard.
2) A/E/C CAD Standard – Engineering Research and Development Center (ERDC) / Information Technology Laboratory (ITL) TR-12-6 “A/E/C CAD Standard Release 6.1” and ERDC/ITL TR-19-6 “A/E/C Graphics Standard Release 2.1,” and all associated appendices. These standards are herein referenced as the A/E/C Standard.
3) NCS – National CAD Standards Version 6.0 including all associated appendices and UDS. This standard is herein referenced as NCS.
While earlier versions of NCS included the A/E/C Standard, and both of these standards are in general conformance with each other, the current versions of each of these standards are now separate and currently being developed independent of one another. In addition, there are some notable differences between these two standards.
The USCG CAD Standard follows the A/E/C Standard very closely.
As such, the A/E/C Standard should be considered an interpretation of critical portions of NCS, and the USCG CAD Standard should be considered as the USCG’s adaptation and implementation of the A/E/C Standard as the official CAD standard for all Coast Guard Shore Infrastructure Projects.
1.4.2 Hierarchy of Referenced CAD Standards
In terms of general applicability and conflicts between the various standards for Coast Guard Shore Infrastructure Projects, the following order of precedence shall apply:
1) USCG CAD Standard: Coast Guard Shore Infrastructure Projects shall comply with all standards, conventions, requirements, etc. provided by or defined within this Job Guide and associated attachments and references.
2) A/E/C Standard: If a standard is not defined by the USCG CAD Standards, then the A/E/C Standard (e.g., plan sheet layer naming conventions) applies.
3) NCS: If a standard is not defined by either the USCG CAD Standards or the A/E/C Standard, then NCS (e.g., common abbreviations, common general dimensioning conventions) applies.
Scope It is important that Drawing Files conform to all USCG CAD Standards as closely as possible since unclear drawings may cause conflicts between the USCG and Contractors. Compliance with USCG CAD Standards is essential to improve the ease of information exchange between design consultants as well as to allow for efficient review, exchange, maintenance, and filing of Drawing Files by the USCG. Refer to Section 1.8 “Compliance with USCG CAD Standards” for the minimum requirements all CAD files prepared for Coast Guard Shore Infrastructure Projects must adhere.
This Job Guide does not include the requirements for specifications, cost estimates, permit documents, calculations, etc. Project Solicitations and USCG Division 01 Specification Sections (e.g., Section 01 33 16 “Design Data (Design After Award)”) should provide the most current requirements for specifications, cost estimates, permit documents, calculations etc.
Drawing File Management System Overview The USCG uses an Electronic Document Management System (EDMS) called Coast Guard Technical Information Management System (CG-TIMS) to assist authorized personnel to efficiently find, manage, share, and secure critical design and engineering documents including Drawing Files across all USCG detachments and districts. Adept is the software used by the USCG to load documents into CG-TIMS.
Every file placed in CG-TIMS has an electronic library card created. Data placed on this card (metadata) is used to perform searches as well as to relate the files to records in separate real property and asset management applications. Additional data may need to be added to the library card for clarity. Entering only the minimum information makes subsequent searches for information more difficult. The documents are indexed in the system by, for example, project number, drawing number, USCG installation location, property name or facility Identification (ID), year created, project title, etc. Some of the metadata used to index working CAD Drawing Files into CG-TIMS is automatically extracted from data fields contained within the USCG title block attribute block which are completed by the CAD technician during preparation of Drawing Files and updated with each drawing revision.
Coast Guard offices should refer to CG-TIMS Data Entry Process Guide Technical Order (PGTO) (SILC-PGTO-36-11 29 13 15-06) and CG-TIMS Job Guide (SILC-JG-36-11 29 13 15-
09) for details on storing documents (including drawings) in CG-TIMS.
Note: CG-TIMS Check In and Check Out function is fully auditable. If an office uses Check In/Out, CG-TIMS will keep revision records in addition to what is entered into Revision or Issue Blocks.
Software For all U.S. Coast Guard Shore Infrastructure Projects, the approved software is Autodesk AutoCAD 2018 or more recent version. The approved Autodesk AutoCAD Drawing File format is AutoCAD 2018 “.dwg”.
In accordance with the Project Solicitation, the use of Autodesk Revit, AutoCAD Civil 3D, or other 3-D modeling software may also be acceptable. Regardless of the modeling platform, software, or application used, CAD files required for USCG Project Design Submittals must be converted into the specified Autodesk AutoCAD Drawing File format and must be in full compliance with all of the USCG CAD Standards. When Building Information Modeling (BIM) or 3-D modeling is used for the Project, the USCG shall be provided with the associated .IFC files, model files, linked files, and any software native files.
Contact the USCG Design Project Manager (DPM) or USCG CAD Manager to confirm the Autodesk AutoCAD edition being used by the local USCG detachment. Drawing Files shall not be saved to .dwg file formats later than the edition currently being used by the Coast Guard office or detachment having jurisdiction over the Project. If any 3-D modeling software other than Autodesk AutoCAD is proposed for use on the Project, coordinate additional requirements with the Contracting Officer and in reference to the Project Solicitation.
Compliance with USCG CAD Standards Drawings prepared for Coast Guard Shore Infrastructure Projects must be complete and accurate. Unnecessarily elaborate drawings should be avoided. All plan views, elevations, sections, details, profiles, schedules, etc. must be as complete as necessary to carry out the purpose of the drawing. Drawings (including Drawing Files provided by the Coast Guard for use in design development) must comply with the standards contained herein before the Drawing Files will be accepted by the USCG.
Section 1.8.1 “General Compliance” outlines the minimum requirements for general Drawing File formatting essential for facilitating efficient indexing and upload into CG-TIMS.
Section 1.8.2 “General Drawing Quality Control” outlines the minimum USCG CAD Standards and presentation graphic conventions to which all USCG Project Drawings must conform.
Include the Quality Control (QC) checklists and submittal forms identified in Section 1.8.3 “Compliance Forms” with each Design Submittal to the Coast Guard.

Figure 1-1: Autodesk TrustedDWG Message
1.8.2 General Drawing Quality Control
In addition to the previous list, prior to submission of any Drawing File to be uploaded in CG- TIMS, the following General QC measures shall be executed by the authoring party responsible for each Drawing File:
1) Verify all System Variables have been properly set. No changes should be made to the preset System Variables within the USCG CAD Standard Template Files.
2) Remove any extraneous data outside the drawing borders in Paper Space and unused objects in Model Space to keep file size to a minimum and simplify product for future users.
3) Ensure layer “0” is not used with the exception of block definitions.
4) Verify all block definitions are approved by the USCG Design Project Manager or USCG CAD Manager if not included in the USCG CAD Standard Support Files.
5) Confirm only USCG CAD Standard Dimension and Text Styles are being used.
6) Confirm only USCG CAD Standard Multileader and Table Styles are being used.
7) Verify all layer plot styles and screening are correctly set. This is also a good opportunity to check layer names for compliance.
8) Purge the drawings of unused block definitions, layers, line types, etc. to keep file size to a minimum and simplify product for future users.
9) Audit the drawings to ensure that there are no internal errors. If any errors are encountered, they shall be corrected, and steps 5-8 should be repeated.
10) ZOOM to EXTENTS and save drawing. On Drawing Sheet Files, zoom to extents on the sheet layout tab.
1.8.3 Compliance Forms
The Prime Consultant (usually in Design Bid Build [DBB] contracts) or Contractor (usually in Design Build [DB] contracts) shall audit and QC all CAD files and shall provide a completed copy of the USCG CAD Standards QC Checklist (Included with this document as B.1 “USCG CAD STANDARDS COMPLIANCE QC CHECKLIST”) and the USCG CAD Submittal Form
(included with this document as B.2 “USCG CAD SUBMITTAL FORM”) with each required CAD file submission to the USCG.
The USCG CAD Standards QC Checklist shall be used to audit Drawing Files to confirm compliance with the minimum requirements outlined in Section 1.8.1 “General Compliance” and Section 1.8.2 “General Drawing Quality Control”. The USCG DPM shall back check the USCG CAD Standards QC Checklist prior to uploading drawings into CG-TIMS. The USCG DPM may delegate quality control responsibilities to the Prime Consultant (DBB) or Contractor (DB), but shall always provide final approval for upload into CG-TIMS.
Use of the AutoCAD “RENAME” command is extremely helpful in auditing Drawing Files to identify non-compliant Blocks, Dimension Styles, Layers, Line Types, Multileader styles, Table styles, and Text styles. Official USCG CAD Standards items will have the “USCG” prefix.
Figure 1-2: AutoCAD “RENAME” Dialogue Box
If the authoring party cannot find resolution within any referenced CAD Standard or if compliance with specific USCG CAD Standards and Conventions is not feasible, the Statement of Substantial Compliance (included with this document as Subappendix B.3 “USCG CAD STANDARDS STATEMENT OF SUBSTANTIAL COMPLIANCE”) shall be submitted by the authoring party.

1.9.2 CAD Standards Applicability
USCG CAD Standards shall apply to the Project’s Level Classification in Table 1.9.1 above per the following Table:
Table 1-2: USCG CAD Standards Applicability per CAD Project Level Classification
LEVEL 1 LEVEL 2 LEVEL 3
Contractor (DB) / Prime Consultant (DBB) shall only use background drawings approved and provided by the USCG if available. Existing conditions must be field verified by the Contractor (DB) / Prime Consultant (DBB) in accordance with the Contract requirements.
The field verified data shall then be used to prepare precise and accurate plans that are in strict compliance with USCG CAD Standards.
Only use background drawings approved by and provided by the USCG if available. Existing conditions shall be field verified by either the USCG or the design consultant in accordance with Contract requirements. The field verified data shall then be used to prepare precise and accurate plans that are in strict compliance with all USCG CAD Standards.
USCG CAD Standards compliance not required.
However, if the Project requires any drawings (e.g., Shop Drawings) the following requirements of this Level 3 column must be met at a minimum.
USCG CAD Standards compliance required at 95% or first pre-final deliverable. CAD files shall be provided in conjunction with Portable Document Format (PDFs).
CAD files are not required at interim design submittals (e.g., 95% submittal). PDFs of drawings shall be provided to demonstrate general compliance with graphic standards. A full standards compliance review will not be conducted at interim design
All drawings that are part of a deferred submittal under a larger parent Project and/or involve any modifications to or installation of a system shall meet the Level 1 or 2 requirements for the parent Project they are a part of.
Similarly, any drawings that are
LEVEL 1 LEVEL 2 LEVEL 3
submittals; however comments may be provided regarding necessary corrections for USCG CAD Standards compliance.
NOT considered Shop Drawings but require USCG review and approval (e.g., equipment plans) shall also meet the Level 1 or 2 requirements for the parent Project they are a part of.
Full compliance with USCG CAD Standards required at 100% or Final design deliverable. CAD files shall be provided in conjunction with PDF’s and hardcopies (when required). All XREFS shall be bound to each sheet file. Professional stamps, seals, certifications, signatures, etc. should be removed from CAD files.
Missing or unbound XREFS, incorrectly completed title block attribute blocks, incorrect layer names/properties, dwg files that do not display the “TrustedDWG” message when opened, drawings not set up to plot using the standard USCG STB, etc. will be cause for rejection without review.
Drawings that are for information only, do not require USCG review, or are for temporary facilities necessary to execute the Project Work (e.g., Construction Trailers) are not required to be in compliance with USCG CAD Standards.
Shop Drawings which require USCG review, but do not involve new Systems or modifications to existing Systems, are not required to be in full compliance with USCG CAD Standards.
Examples would be sketches of roof flashing profile details for confirmation, or an elevation view of a modular workstation.
Where required, these types of Drawings shall be submitted in accordance with Specification Section 01 33 00 “Submittals.”
After final design and USCG CAD Standards Compliance approval, all revisions to drawings shall be clouded and tagged with revision indicators per Sections 2.2.2.7.3 “Revision Issue Block” and 5.2.4 “Revision Indicators”. Changes made to drawings after the final design submittal should be in compliance with USCG CAD Standards, however, reissuance of CAD files for conformance with CAD standards shall not be required until the As-Built Drawing submittal.
In addition, if these drawings are to be incorporated into the final As-Built Drawings, at a minimum they shall be dimensionally accurate, 1:1 scale in Model Space, and provided by the Contractor in AutoCAD (.dwg) file format.
Contractor shall be responsible for all reprographic costs associated with printing hard copies of drawings. At least one set of drawings shall always be readily available at the Project Site(s). Contractor shall be responsible for red lining of drawings to reflect all changes made per other Construction Documents (such as RFI’s, Submittal Reviews, etc.), as well all changes made in the field.
Contractor shall be responsible for printing hard copies of and red lining Level 3 drawings when necessary.
The Contractor shall submit one complete set of redlines to the USCG for approval and verification at construction completion.
Red lines made on hard copies should be reproduced on either PDF’s or CAD files for this submittal. Red lines provided on CAD files shall be on layer G-ANNO-REDL and comply with Section
3.1.2 “Line Types”. Contractor may also scan red lines made on hardcopies and provide electronic copies of the scanned files, the red lines must be clear and fully legible, USCG reserves the right to reject handmade red lines and require the Contractor to reproduce in electronic form.
As-Built CAD files and USCG CAD Standards compliance are not required for Level 3 Projects that do not trigger Level 1 or 2 Project requirements. In some cases, PDF’s may be required if requested by the USCG.
LEVEL 1 LEVEL 2 LEVEL 3
Either the Contractor or Prime Consultant shall be responsible for updating CAD files and submission of the As-Built Drawing set to the USCG for DBB Projects. The Contractor shall always be responsible for the As-Built Drawing set submittal for DB Projects.
As-built drawings shall be in complete compliance with all USCG CAD Standards and may be rejected until they are in complete conformance. Refer to the Project Solicitation for additional Redline, As-Built, and Record Drawing Submittal requirements.
Refer to the Project Solicitation for Project specific drawing submittal requirements. All contractors, subcontractors, and A/E consultants shall audit and QC their CAD files for compliance with USCG CAD standards at each required design submittal stage.
The Prime Consultant (DBB) or Contractor (DB) shall audit and QC all CAD files and provide a completed copy of the USCG CAD Standards Compliance QC Submittal Form (included with this document in Appendix B “USCG Drawing Submittal Requirements”) at each required CAD submission to the USCG for Level 1 and Level 2 Projects.
Contractors shall audit and QC all CAD files for Level 3 Projects that are to be incorporated into As-Built Drawings. It is recommended that Contractors complete the USCG CAD Standards Compliance QC Checklist during these audits.
Both Contractors and the Prime Consultant shall audit and QC all CAD files for Level 3 Projects that are required to comply with Level 1 or 2 Project requirements. A completed copy of the USCG CAD submittal forms shall be provided as required for Level 1 or 2 Projects with each submittal to the USCG.
Terminology Please see Chapter 9 “DEFINITIONS” for a glossary of terms used within this document.
2 PROJECT DRAWING SET ORGANIZATION
The previous Chapter provides a general overview of USCG CAD Standards and minimum compliance requirements. The following Chapter defines USCG CAD Standard conventions for drawing and drawing set organization, as well as drawing sheet file management.
Design Area
2.1.1 Drawing Size and Media Format
Drawings prepared for Coast Guard Shore Infrastructure Projects shall always be in the sizes and media format per the following Table:
Table 2-1: USCG CAD Standard Drawing/Media Format
Description Size Orientation Title Block
Full-Size American National Standards Institute (ANSI) D (22”x34”)*
Landscape Use USCG CAD Standard
Half-Size Tabloid (11”x17”) Landscape
Use USCG CAD Standard, print Drawing File to PDF, print PDF to half-size PDF at 50% true scale.
Sketches/drawings not for construction or USCG review. Also construction clarification and supplemental information drawings, and where allowed for shop drawings, etc. **
Any size (Letter, 8.5”x11” minimum) ** Any orientation** Any Title Block**
Notes:
* ANSI D (22”x34”) is the only allowed media size for full size USCG drawings as this is the only format that allows for true half size drawings at 11”x17”. Half size drawings should be created by using PDF software and print drivers outside of AutoCAD.
** Drawings formatted for letter size (and other formats) are allowed for drawings that are not part of the Construction Documents (e.g. diagrams included as appendices to Project specifications) and when the drawing does not require USCG review or approval. For drawings issued during construction (e.g., shop drawings and supplemental information), contact the USCG Design Project Manager or USCG CAD Manager. Usually, these types of drawings may be on any format/title block, but it is still strongly recommended that they follow all other USCG CAD Standard conventions (e.g., layering and line types), especially if the associated drawings are required to be incorporated into the Final As-Built Drawing set.
2.1.2 Drawing Units:
Objects shall be drawn true size in Model Space and drawing units shall be as follows:
1 unit = 1 Inch in Architectural Units 1 unit = 1 foot in Engineering (Civil) Units.
Architectural Units shall be used for all Building Drawings, including Structural Plans, Mechanical and Electrical Plans, Floor Plans, Reflected Ceiling Plans, Sections and Details.
Engineering or Decimal Units shall be used for Civil Drawings including Site Plans, Roadway Sections and Profiles, Track Plans, Sections and Profiles, and Utility Plans and Profiles.
Objects shall always be drawn with as much precision as possible. Precision for drawings set up using Architectural Units shall never be less than 1/256”. Precision for drawings using Engineering or Decimal Units shall never be less than 0.00000000. It is important to note that this is different than dimension precision. Dimensions should be rounded to the nearest 1/16”.
See Sections 2.2.2 “USCG CAD Standard Template Files” and 3.2.4 “Dimensioning and Leaders” for additional notes and requirements.
2.1.3 Drawing Scales
True scale (1” = 1”, or 1 decimal unit = 1’-0”) shall always be used for objects drawn in Model Space. Acceptable Scales for Paper Space Viewports are listed in the following table:
Table 2-2: USCG CAD Standard Drawing Scales
Engineering Scales Architectural Scales
FULL SIZE FULL SIZE
1” = 5’-0” 6” = 1’-0” 1” = 10’-0” 3” = 1’-0” 1” = 15’-0” 1-1/2” = 1’-0” 1” = 20’-0” 1” = 1’-0” 1” = 30’-0” 3/4” = 1’-0” 1” = 40’-0” 1/2” = 1’-0” 1” = 50’-0” 3/8” = 1’-0”* 1” = 60’-0” 1/4” = 1’-0” 1” = 80’-0” 3/16” = 1’-0”* 1” = 100’-0” 1/8” = 1’-0” 1” = 120’-0” 3/32” = 1’-0”* 1” = 200’-0” 1/16” = 1’-0” 1” = 300’-0” 3/64” = 1’-0”* 1” = 400’-0” 1/32” = 1’-0” 1” = 500’-0” 1” = 600’-0” 1” = 800’-0” 1” = 1000’-0” 1” = 1200’-0” 1” = 2000’-0”**
Table 2.1.3 Notes:
*3/8”, 3/16”, 3/32”, and 3/64” Architectural Scales should generally be avoided unless necessary to fit a drawing view layout.
**Engineering scales larger than 1” = 2000’-0” (1:3000, 1:4000, 1:5000, 1:6000, 1:8000, and 1:10000) are acceptable, but will likely never be used outside of location and vicinity maps.
2.1.4 Drawing Coordinate Systems and Control Points
There are no global standard coordinate systems for Coast Guard Shore Infrastructure Projects.
However, at a minimum, all plan design drawing elements for each Project must use a consistent coordinate system (e.g., User Coordinate System [UCS] World Coordinate point and orientation).
For some Projects, especially Projects which involve new buildings or structures, a coordinate system should be established to provide baseline dimensioning as necessary to locate a building or structure about a fixed point horizontally as well as vertically (control points).
Wherever required, horizontal and vertical control points (datums) should be based on established geodetic points or survey marks. These benchmarks shall be confirmed by the Architecture and Engineering (A/E) firm (Design-Bid-Build) or Contractor (Design-Build), which may require engaging a licensed surveyor. All surveys and site plans shall indicate and be based upon these confirmed control points. Final establishment of control points should also be confirmed with the USCG Design Project Manager or USCG CAD Manager. Typically, control points are based on USCG monuments located at each U.S. Coast Guard Installation.
The Project Solicitation should indicate which Control Points (Horizontal and Vertical Datums) must be used for the project, or require that physical control points be confirmed by conducting surveys and site investigations.
The Project Solicitation may also require use of a State Plane Coordinate System (SPCS) or Geographic Coordinate System (GCS). The North American-Pacific Geopotential Datum (NAPGD) of 2022 will be used instead of a State Plane Coordinate System after its release from National Oceanic and Atmospheric Administration (NOAA).
If coordinate systems other than SPCS or GCS are used, if USCG monuments or official horizontal or vertical datums are not available, or if unofficial datums or control points are used, then the USCG DPM may require the Designer of Record to complete and submit a Statement of Substantial Compliance. A template is included with this document as Subappendix B.3
“USCG CAD STANDARD STATEMENT OF SUBSTANTIAL COMPLIANCE FORM”.
2.1.4.1 State Plane and Latitude–Longitude Coordinate Systems The SPCS is a set of geographic zones for specific regions of the United States. Each state contains one or more zones, the boundaries of which typically follow county lines. This is a very specific coordinate system. When Projects rely on an SPCS, the “G-COOR-STAT…” layers should be used per Section 4.1.4 “Annotation Layer Conventions”.
Traditional, GCS rely on latitude and longitude to identify locations. Some USCG Projects may rely on a GCS and the “G-COOR-LALO…” layers should be used per Section 4.1.4 “Annotation Layer Conventions”.
Where required, confirm which coordinate system shall be used with USCG Design Project Manager or USCG CAD Manager at Project Award.
2.1.4.2 Horizontal Control Points and Datums
All bearings and coordinates shall be consistent and based off of a single horizontal control point or datum. Typically, each USCG Installation has a monument indicating the local established horizontal control points. The horizontal control point(s) to be used for a specific Project should be confirmed with USCG Design Project Manager or USCG CAD Manager at Project Award. The Project Solicitation may also indicate which horizontal control point(s) or datum(s) to use.
If property lines are provided, a building or structure may be located horizontally by providing dimensions from property lines to no less than two corners of the building or structure along with an angle of relevance. Property lines shall be shown on the site plan and establish the building location on the site plan. Then one of the corners of the building or structure dimensioned to the property lines may be used as the horizontal control point for the building or structure drawings.
If a USCG monument does not exist and property lines are not provided, then a survey benchmark, closest longitude and latitude, or confirmed landmark must be used to establish a horizontal control point. Avoid using street centerlines, easements, etc. for all control points. If a USCG monument is not used, identify and describe the control points used in Drawing Files on a non-plot layer.
If the Project only involves work within an existing building or structure, no property lines are provided, and a related horizontal control point has not been established, then a single, but arbitrary horizontal control point may be established as long as the building or structure’s relationship to the control point is consistent across all plan sheets. A useful place to check if a benchmark already exists, is to visit this NOAA website:
https://geodesy.noaa.gov/NGSDataExplorer/
2.1.4.3 Vertical Control Points and Datums
The same USCG monuments that establish horizontal control points also establish the vertical control point to be used for a Project. The vertical control point(s) to be used for a specific Project should be confirmed with the USCG Design Project Manager or USCG CAD Manager at Project Award. The Project Solicitation may also indicate which vertical control point(s) to use.
For waterfront projects, the Designer of Record (DOR) shall show the vertical datum relationships between Mean Lower Low Water (MLLW), North American Vertical datum of 1988 (NAVD 880, Mean Sea Level (MSL), Mean High Water (MHW), 100- and 500-year flood elevation based on the nearest NOAA tidal station. The DOR shall state the tidal station ID number used.
For vertical dimensioning of new buildings and structures, the ground-floor elevation shall be identified on the site plan at its true relationship to the benchmark used as a survey datum (vertical datum). For example, if the ground floor elevation of a new building or structure is 10'- 0" above a confirmed USCG vertical datum set at 118'-3", the ground floor elevation will actually be 128’-3”.
To simplify measurements used by various disciplines in a drawing set, the ground-floor elevation on the non-site plan drawings may be set at a hypothetical value such as 100'-0”. In this scenario, a note shall be added to the site plans stating that the actual ground floor elevation of XXX is represented by YYY in the building drawings.
https://geodesy.noaa.gov/NGSDataExplorer/
• For example, if the ground floor elevation is 128’-3” (10’-0” above confirmed USCG vertical datum) and 100'-0” is used for the ground floor elevation in the building drawings, then a note should be added to the site plan stating:
“ACTUAL GROUND FLOOR ELEVATION OF 128’-3” IS REPRESENTED BY 100’-0”
ON BUILDING DRAWINGS”
• Setting the datum at 100’-0” instead of ±0 on building drawings helps avoid requiring a minus sign (e.g., -18’-9") for elevations below the ground level (e.g., basements and crawlspaces), which could lead to confusion.
