About this file

This document is Amendment 0005 to Solicitation Number 70Z04726RPCNI0004 for Design/Build Construction of a Child Development Center at USCG Base Elizabeth City, North Carolina. The amendment is effective February 11, 2026, and the proposal due date remains unchanged. Contractors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation or face potential rejection of their offer.

The amendment incorporates multiple changes to the Task Order Announcement and project specifications, including revised work restrictions with implementation of the RAPIDGate security program requiring contractor registration and personnel clearance submission two weeks prior to work commencement. Significant specification modifications include deletion of optional bid items (movable benches), revisions to concrete mix design requirements removing references to UFC "Marine Concrete" standards, changes to playground criteria standards, modifications to utility service responsibilities (elimination of temporary utility provisions with government ownership clarification), updates to flooring specifications in multiple rooms (nursing room, multipurpose rooms, and toilet areas changed from linoleum to porcelain tile), and extensive revisions to acoustic sound attenuation requirements reducing Sound Transmission Class ratings from STC 50-55 to STC 45 for most interior spaces. The amendment also establishes the geothermal heat pump system as the mandatory basis of design in the base bid rather than a cost comparison option, provides revised Life-Cycle Cost Analysis documentation, adds new appendices for Building Automation System specifications and various USCG facility standards, and clarifies room designations, cabinetry requirements, and interior signage specifications throughout the facility.
