About this file
This file is a Proposal Preparation Instructions (PPI) log documenting 226 questions and answers submitted by potential offerors regarding a Design-Build project for a U.S. Coast Guard (USCG) Child Development Center (CDC) at Base Elizabeth City, North Carolina. The document tracks inquiries submitted between December 19, 2025, and January 14, 2026, with corresponding government responses, all issued in Amendment 005 to the Request for Proposal.
The primary scope involves design and construction of a new CDC facility, including architectural, mechanical, electrical, plumbing, fire protection, information technology, and site work. Key requirements include ground-coupled heat pump HVAC systems with dedicated outdoor air systems and energy recovery ventilation; compliance with SILC-CSTO-36-11 55 13 11-04 Child Development Center standards and Unified Facilities Criteria; provision of audio-visual systems, closed-circuit television, and telecommunications infrastructure per CSTO specifications; food service consultant engagement for kitchen design; and radon/vapor mitigation. The project encompasses a base bid facility sized for a Medium CDC with optional expansion areas, requiring kitchen equipment to meet Medium CDC specifications in the base bid. Critical infrastructure work includes sanitary lift station replacement in its entirety with dual-pump single force main configuration, electrical service transformer and medium voltage feeder installation, telecom duct banks and conduit pathways to Building 20, water and sewer line installation, and site pavement demolition deferred until completion of concurrent runway construction. The original proposal due date of January 20, 2026, was extended to February 3, 2026 (Amendment 003), to accommodate design development and subcontractor coordination during the holiday period. The contract includes one base bid option and additional expansion options, with contractors responsible for all utility coordination, permitting, hazardous material abatement, emergency responder communication enhancement system studies, and compliance with Coast Guard security protocols including RAPIDGate registration and personnel roster submission.

PG SECTION PARAGRAPH QUESTION GOVERNMENT RESPONSE
POSTED ON AMEND
NO.
1 12/19/2025 Amendment 0001 Due to the upcoming holiday period and the requirements as a design build project to build accurate pricing with a sufficient design, we respectfully request a 30 day extension beyond the extension provided in Amendment 0001.
Proposal due date was extended to 3 February 2026 at time of Amend 003.
2 12/19/2025 Amendment 0001 Due to the upcoming holiday period, we respectfully request a second site visit be planned after January 1, 2026.
Proposal due date extended to 3 February 2026 at time of Amend 003
3 12/19/2025 Task Order
Announcement
Due to the proposal due date occurring during the holiday period, key team members, specialty consultants, and a significant portion of the subcontracting community are unavailable or operating at reduced capacity the last two weeks of the year. To ensure a complete and competitive proposal submission, will the Government please consider extending the proposal due date from Tuesday, January 20, 2026, to Tuesday, February 17, 2026 (four weeks). A four-week extension will provide Offerors sufficient time to fully review the RFP, submit and receive responses to RFIs, incorporate and disseminate Government responses, and obtain subcontracting pricing, which will mitigate unnecessary contingency costs associated with the constrained proposal period.
Proposal due date extended to 3 February 2026 at time of Amend 003
4 12/19/2025 General
Requirements
The closing date of this RFP (1/19/26) does not provide sufficient time to develop the design to a point where we can solicit subcontractor pricing and deliver a reliable FFP offer, particularly over the holidays. Despite the urgency to award, pushing the closing date pushed by 3 or more weeks is necessary to avoid prices that are loaded with contingency to offset the risk associated with not being able to perform due diligence in advance of the proposal due date. Furthermore, time is of the essence in extending the deadline, as many contractors will not put any effort into a solicitation, particularly if it means pulling in people from holiday vacations, until they are assured it is biddable.
Proposal due date extended to 3 February 2026 at time of Amend 003

14 12/23/2025 1352 1.5.1.2 Section 01352, 1.5.1.2, Duties of the SSHO – this section refers to three personnel individually on the project site;
Superintendent, Quality Control Manager (QC), and Site
Safety and Health Officer (SSHO). This conflicts with
Sections 01300 and 01352. If it is the government’s intention to have a minimum of three qualified personnel on the project site at all times in these three roles, please state this explicitly.
QC Manager cannot be superintendent or the SSHO.
Superintendent can be SSHO. It is the contractor's responsibility to determin the appropriate staffing.
15 12/23/2025 1450 1.6.2 Section 01450, 1.6.2 Quality Control (QC) Manager, 1.6.2.1
Duties states, “The only duties and responsibilities of the QC
Manager are to manage and implement the QC program on this Contract.” If this is truly the intent by the government, please definitively also state that the QC cannot be the
Superintendent or the SSHO.
QC Manager cannot be superintendent or the SSHO.
Superintendent can be SSHO.
16 12/23/2025 1450 1.6.1 13) Section 01450, 1.6.1 Personnel Requirements states, “The requirements for the CQC organization are a Site
Safety and Health Officer (SSHO), QC Manager, a Design
Quality Manager (DQC), and enough qualified personnel to ensure safety and Contract compliance.” This section further states, “The CQC staff always maintains a presence at the site during progress of the work and have complete authority and responsibility to take any action necessary to ensure Contract compliance.” The qualifications for the
DQC are, “A minimum of 5 years-experience as a design
Architect or Engineer on similar size and type designs / or design-build Contracts. Provide education, experience, and management capabilities on similar size and type Contracts.
Be a registered professional engineer or architect with an active registration. Provide proof of registration as part of the resume submittal package.” The question is if it is the government’s intent to have this person physically on the jobsite each workday? The DQC is a typical assigned role on a design build project, just not typically an assigned member of the project field staff. They visit the project site periodically and when needed based on the scope of work, but are typically not on site during normal routine project execution. Please confirm the DQC only needs to be on site on an as needed based.
Design Quality Manager (DQC) does not need to onsite, only as needed.
17 12/23/2025 1500 3.5 Section 01500, 3.5 Government Field Office – This is not a standard requirement on projects of this size, scale, and complexity. Please confirm if this is a requirement for this project, and if not, please remove this section.
A field office for the Coast Guard inspector is a requirement of this contract. Provide the field office as required by 01500 3.5.

58 12/31/2025 Amendment 0001 Item 6. Amendment 0001 extended the Proposal Submission Due
Date one day from January 19, 2026 to January 20, 2026.
The site visit was just conducted on December 30, 2025 and the PPI cutoff date is January 6, 2026. With many PPI responses currently forthcoming, we are concerned that the two week period from PPI cutoff to proposal due date is insufficient. There will likely need to be some follow-on clarifications to the many forthcoming PPI responses and we also have a federal holiday on January 19, 2026.
Anticipating PPI responses by January 9, 2026, we respectfully request an extension to the PPI cutoff date to
January 14, 2026 and an extension of the proposal due date to January 29, 2026 to be able to responsibly propose on this project.
Please bid per RFP, response dates extended to 3
