1) Proposal Due Date is hereby extended to March 23, 2023 at 2:00p.m. Norfolk, VA local time.
2) Last day to submit RFI/PPI is March 6, 2023 to be guaranteed an answer.
3) Per Solicitation Section L, Electronic Submission:

Offeror shall email Contracting Officer at pamela.j.argilan@uscg.mil the Point of Contact name and email address no later than March 8, 2023, at 2:00 Norfolk, VA time. Email shall indicate which Small Business Pool.
Questions and Answers (numbering continues from Amendment 013):
177. Can 11*17 be used to illustrate tables, charts and graphics besides the org chart? If so, do these 11*17 pages count toward the 16 page count of the technical approach?
Answer: Tables, charts and/or graphics should not exceed 8x11. The only chart that does not count towards the 16 page limit is the Organizational Chart.
178. RFP states: Provide an illustration of how you would resource the program detailed in the RFP, who would fill the various roles, and demonstrate ability to support the DHS/USCG’s task order procurements within your current customer base and proposed manner of carrying out multiple concurrent DHS/USCG task order procurements within the current customer base. Address how the DHS/USCG NMACC III work will be prioritized and resourced over other held Federal Contracts.
Could the Government please provide some further definition/clarification of what is meant by the term "illustration"? Is the Offeror required to submit an infographic in response to this requirement or would narrative suffice in providing an "illustration"?
Answer: Narrative will suffice; however, it is the Offeror's business decision as to how best address the factor so it is clear to the Government.
179. Will the Government please consider extending the Phase One due date by one or two weeks? Due to the high number of amendments and RFIs/clarifications provided multiple elements of our pursuit strategy have been adjusted and further adjustments may be necessary depending on future Q&A and Amendments.
mailto:pamela.j.argilan@uscg.mil
Answer: See Amendment Language
180. The RFP asks Offerors to provide statements pertaining to how we would resource and prioritize USCG projects issued under this contract.
"demonstrate ability to support the DHS/USCG’s task order procurements within your current customer base and proposed manner of carrying out multiple concurrent DHS/USCG task order procurements within the current customer base. Address how the DHS/USCG NMACC III work will be prioritized and resourced over other held Federal Contracts."
Is the Government able to provide an estimate (even rough) of task order volume per year including a breakdown between the Eastern and Western Small Business pools/regions and by project Tier? We are SB RMACC holders on a separate USCG contract and the TO volume has been somewhat light over the last 3 years.
The URL provided w/ the Industry Day documents: https://hallways.cap.gsa.gov/app/#/ dv/federal business forecast Returns a 404 error at this time. List of New Construction projects forecast in the referenced PDF is also somewhat short, mostly pertaining to the Unrestricted pool.
Completely understand that budgets change on a year over year basis and that emergent renovation/repair projects may require soliciting outside of detailed publicly available forecasts.
Given the broad geographic coverage for each of the two SB pools, we want our proposal to be as responsive and accurate and forthcoming as possible in answering these requirements - and in determining our ability/capabilities to respond to one or both of the SB pool solicitations. Since it wasn't (and likely wasn't able to be) directly addressed for the SB pools during the pre-solicitation phase(s), any information, no matter how vague may be of assistance.
Answer: The Government does not have an estimate of tas order volume per year as all DHS Components are welcome to use this Strategic Sourcing vehicle. All DHS Components are required to put all future year work into the Acquisition Planning Forecast System found at:
https://apfs-cloud.dhs.gov.
181. Under section 52.219-28 (h) it states that if the contractor DOES NOT have representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following representation and submit it to the contracting office, along with the contract number and the date on which the representation was completed. If we have an active registration in SAM under this NAICs Code do we also need to include the Reps and Certs/Section I-K as written/provided in the RFP? In other words, do we need to include both?
Answer: The Offeror shall submit Reps and Cers/Section I-K. FAR 52.219-28 references Post- Award Reps and Certs.
182. If the Offeror is a joint venture, and the project experience on the individual form is from a different joint venture of a single member of the joint venture, what information regarding UEI should be put in box 1 on the form?
Answer: Provide both the "different" JV and the single member of the current JV
183. Is it possible to get a two week extension to the proposal due date?
Answer: See Amendment Language
184. The first requirement in the technical approach is to provide sufficient detail and demonstrate clear understanding of the requirements , as outlined in Section M. We want to confirm the government wants the offeror to demonstrate the understanding of the solicitation requirements to be responsive or does the government want the offeror to demonstrate our understanding of their construction requirements under the NMACC?
Answer: Section M for Technical Approach is providing information what the Government will be looking for in response to Section L Factor 2 and how the Offeror may receive a higher rating within that Factor.
185. In section 2 sub section Technical, can the government clarify the specific criteria for this section and or explain what is to be expected. Typically a technical would be associated with a seed project or a live project, which to our knowledge isn’t being released till phase 2.
Answer: See RFP Section L, Factor 2: Technical Approach for criteria.
186. The map depicting the two pools/regions indicates that Texas is split into each region.
However the narrative states that Texas is only part of the Western region.
RFP Section M states: Relevant projects that demonstrate a diverse regional experience, within the specific Pool AOR, may receive a higher rating than those that do not demonstrate diverse regional experience.
1. May the Government evaluate with higher ratings projects completed on the Texas Gulf Coast for the proposals submitted against the Eastern AOR pool?
2. Does the Government intend to award any projects in East/Gulf Coast Texas under the resulting Eastern NMACCIII SB?
Answer: Projects located in Texas will fall under the Small Business West Pool #3.
187. Are Offerors required to fill out and submit the SF30 for each amendment, or will it suffice to acknowledge each amendment within Box 19 (possibly expanded due to number of amendments) of the SF1442?
Answer: Either is acceptable
188. Will the USCG consider extending this proposal due date to March 31, 2023? We are working to get PPQs back from clients within each POOL which is taking longer than expected.
Answer: See Amendment Language
