REPLAE WITH: EACH JOINT VENTURE MUST PROVIDE ONE (1) CAGE CODE, ONE (1) GSA

UID UEI NUMBER FOR THE JOINT VENTURE. Joint Venture Offerors (JV) shall provide with their proposal a notarized signed legal document that establishes the JV. f. Date of issuance of the agreement and notarized signed signature of the corporate officials signing on behalf of each party.

Questions and Answers (numbering continues from Amendment 009):

137. Section L.6 Joint Ventures requires the JV to provide a GSA UID for the entity which we are unfamiliar with. Please confirm the intent is for joint ventures to provide the entity's Unique Entity Identifier (UEI).

Answer: See Amendment Language

138. Section L.6 Joint Ventures contains language for the JV agreement to be notarized. Our JV was previously established, without notarized signatures. Additionally, we have not seen requirements in the past for notarized agreement. Please confirm acceptable to submit the JV agreement without notarized signatures.

Answer: See amendment language

139. The attached Experience Information Form (Attachment B) is MANDATORY and SHALL be used and completed in its entirety to submit project information. Please confirm A/E should leave Box 15 on construction trades blank for A/E projects.

Answer: Offer, with assistance from A/E, should fill out Box 15.

140. Page 105 of the RFP Factor 1 – 1.1a states that the Offeror may submit relevant project experience that it has performed as a partner in a JV. For Factor 2, Technical Approach (page 107) under Organizational Structure it states: “If the experience of an entity is being claimed in Factors 1, that entity must be named in the narrative and organizational chart.” Please confirm that the offeror can use our JV experience for Factor 1 without naming the Joint Venture and/or non-offering JV Partner as a participant for this solicitation response and therefore the JV entity and non-offering JV partner would not appear in the Organization Chart.

Answer: Offeror may use their experience while a partner in a "non-offering" JV; however, they must clearly indicate they were a partner within the JV and what their participation entailed.

141. Factor 2: Technical Approach - The government requests that the offeror “ Describe your plan to interface with program leadership for informational, collaborative, and historical purposes”. This offeror requests clarification with respect to “historical Purposes”. For a response, what historical information is the government seeking with respect to the offerors plan to interface with program leadership

Answer: Program Leadership in this sentence refers to the NMACC III Government Program Leadership.

Historical Purposes is defined the history of the NMACC and how it may affect NMACC III projects.

142. The last paragraph of Paragraph 1.2 Sub-factor - Design Experience states the "The Offeror may utilize experience of a design subcontractor as the DOR in order to demonstarte design experience under this evaluation factor" As an offeror, we are proposing on a lead A/E for a design firm. However, the lead A/E is utilizing a separate design firm to perform waterfront designs. Should the teaming agreement or letter of commitment for the waterfront design firm be to the lead A/E or to the Offeror? Please clarify.

Answer: Per Subfactor 1.2, if a letter of commitment or teaming agreement, between the waterfront design firm and Offeror, is not submitted with the proposal the waterfront design firm's experience will not be considered. The teaming agreement or letter of commitment does not dictate if the waterfront design firm contracts with the Offeror or the DOR.

143. Proposal submittal instructions on page 99 reads to include the proposal in two separate PDFs, however on page 101 Offerors are instructed to submit their Phase I proposals in one (1) single file.

Please clarify if you want one file or two separate files (Admin Documents) (Tabs 1-3).

Answer: The Offeror may submit their proposal as one complete pdf file

144. Drawings can be included in 11 x 17 format. Does this format count as 1 or 2 pages?

Answer: Factor 2 drawings and charts do not count towards the page limitation.

145. Please confirm that Section 16 of Attachment B.2 can be one page and does not count towards the overall 4 page count for each project.

Answer: Sections 1-15 of Attachment B.2 are limited to 4 pages. Section 16 with the awards is limited to one page and does not count towards the 4 page limit.
